Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall 7.30pm on Tuesday 13th November 2018.

Present: John Walker, Wendy Ritherdon, Clare Lauwerys, Jinny Gale, Phil Gladwin (chair), Liz Davidson, Robert Kean, Dave Taylor, Netty Knill Jones, Zone Warden, County Broadband representative and 11 members of the public

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: Unfortunately, they are now having to carry out many jobs in the town centre but hopefully, with an additional member, will attend our meetings every other month. Nevertheless, they continue to pick up rubbish and prosecute the fly tippers whenever possible and also dog fouling culprits. Posters put up around the countryside are an offence unless permission is sought from the land owner or permission from Colchester Borough Council Enforcement Manager.

Public-Have Your Say: Were all in attendance for County Broadband information and to report their problems.

County Broadband Information – The majority of issues and problems occurring before and during the summer have been dealt with and much has been updated with new high capacity equipment installed. County Broadband is a serious contender for a grant which would be available for fibre installation which will increase upload and download speeds to homes enormously but interest for possible uptake is important for it to be a viable proposition for our villages.
Playgrounds and Playing Fields – are all in good order and the Community Group has carried out work for us on the greens, footpaths and Moss Hay.
Soldier Silhouettes – 3 have been installed in our villages organized by Borough Councillor Robert Davidson and a local tradesman in honour of lives lost in WW1 for which a donation is requested to cover costs, Robert K proposed, Phil seconded, all agreed with one abstainer for the parish council to buy these at a total cost of £180 noting that they can be auctioned off or sold at a later date and money given to the charity.
Peldon Noticeboard – The existing one has rotted at the bottom so a new metal one will be ordered at an approximate cost of £320 plus a minimal cost for materials for/and fitting for which Phil proposed, Jinny seconded and all agreed.
UK Power Networks Project – A new cabinet will be installed and cable work improved and tidied up at Malting Road near the bus shelter.
Peldon and Wigboroughs Community Hall – Borough Councillor Locality Budget is funding staging for the new hall with the help of the parish council being able to reclaim the VAT.

Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough at 7.30pm on Tuesday 9th October 2018.

Zone Warden Report: None given. A letter will be sent to CBC to express our disappointment that the Zone Wardens are carrying out duties in the town centre that restrict their attendance of our meetings.

County and Borough Councillor Reports: None given

Playgrounds and Playing Fields are in good order. It was agreed by all to pay the invoice received for work up to date at Salcott playground and field and to note that alternative arrangements have now been made for both the field and playground inspection and maintenance.
The Community Group continue to carry out good work for us with clearance at the church green area, verges along Malting Road and St Ives footpath.
ECC Highways Devolution Pilot Scheme was discussed and although too late to offer our parish council for this scheme at this stage it was agreed that we wish to support the County Councillor in his attempts to resolve matters of certain small jobs not getting done owing to prioritization. We will email to say that some of the suggested works are not suitable for us but others are, the invoicing is a concern and we will request more details on how all this will be implemented.
CCTV Camera options were discussed and it was agreed that a pole and sign will be erected soon.
Painted Village Signs were looked at with a view to repainting and it was agreed that we should have Great Wigborough and Salcott-cum-Virley painted this time at a cost of approx. £250 each and take look at the other two in due course.
Actions and Reminder List – updated and to include that we will request Essex Highways to dig culverts in two areas that are prone to flooding and also attend to poor road surfacing in a section of Peldon Road.

Zero Night

Zero Night the greatest untold escape story of World War II. The scene is set in Oflag V1-B the prison camp in Warburg. It tells of 40 British and Commonwealth officers who hatched the most original and daring escape from deep inside Nazi Germany.

Months of meticulous planning and secret training hung in the balance during three minutes of mayhem as prisoners charged the camp’s double perimeter fences.

Returning to the Tollesbury WEA, Mark Felton will entertain with his thrilling account of this remarkable escape. It’s a story so fresh that Hollywood is making a movie out of the tutor’s book.

History Everywhere

History Everywhere – 20th October

Do you enjoy walking in the countryside? Did you wonder about particular features that you see around you? Is it Saxon or Roman? Or perhaps why a town looks and feels the way it does? If so, this one-day course, led by Nicholas James, is definitely for you.

Course Summary

Britain’s history lies in its familiar geographies. Town and country have been shaped by planning and by accidents, agreements and conflicts, policies and technologies, by work and by play, by worship, and, above all, by changing climate and population. We can identify a series of chapters:

the long era of prehistory, for which archaeology is the sole evidence;
the Roman period, commonly imagined as one of radical change but now seen, by some historians, as a mix of innovation and tradition;
the Saxon period, which witnessed both the collapse and the reinvention of state government and towns;
the later Middle Ages saw growth followed by a catastrophic decline;
the Early Modern period of urban and rural development under new concepts of civilization;
the industrial age of massive growth, technological transformation and radical policies.

The principles for studying landscapes and finding the clues are simple but the analysis of causes can be much more complicated.
