Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon Village Hall at 7.30pm on Tuesday 13th December 2011.

Present: Nicky Ellis, Charles Dymond, Jane Banks, Phil Gladwin, Jinny Gale, Netty Knill-Jones, Lynne Simmons, John Walker and 4 members of the public

Apologies for absence: Kevin Bentley, Andrew Ellis

Minutes of the last meeting were agreed by all and signed by the chairman

Borough Councillors: The really poor state of School Lane, Great Wigborough has been reported to ECC Highways and their complaint of the use of passing places for bird-watching along there is being chased up.  Empty salt bins, one in Church Lane, Great Wigborough and two in The Street, Salcott have been reported and are being chased up.

Public-Have Your Say: The concrete footpath sign for Moss Hay in Church Road is leaning badly.  This had been reported and will be chased up for reinstatement.  A site meeting will take place to sort out the rubble in the ditch problem in the same area.

Declarations of Interest: None

  1. Playgrounds – inspection reports for both sites were read out noting a couple of jobs to be carried out in the near future.The rubber clippings for Salcott will be ordered.
  2. Salcott Meadow/Creek – it was agreed for this decision on the request for fencing round the creek would take place next month when the meeting is held at Salcott and also when the RoSPA Water Report has been circulated to interested parties as the other reports have been.  Meanwhile we will be organizing the erection of Water Hazard signs at the entrances of the meadow.
  3. Police – no reports of crime in our villages to our knowledge.
  4. Chairmanship and Vice for the next 2 year period from May – Nicky Ellis will be chairman and vice-chairman is to be decided in the next few months.  The wording in our Constitution may need to be altered to accommodate a change in our pattern routine due to people not wishing to or not being able to take up these challenging roles.
  5. Broadband Update – John provided an update based on the paper circulated at the last meeting.  It was agreed that the chances of getting a grant would be improved if adjoining parishes could be recruited.  Phil felt that this might be welcome in respect of Layer Breton and John undertook to speak with Chris de Courcy-Bower to explore the perception that Abberton and Langenhoe were not impressed with County Broadband and to see whether there was likely to be any interest in working with Winstred Hundred.
  6. Precept/Grant for 2012/2013 –was discussed at length taking into account all necessary spending for this forthcoming year.  A more detailed financial report will be circulated for a decision at the next meeting.  CBC’s interpretation of a Band D property on the precept/grant form will be sort.
  7. CALC meeting – was attended by two of our councillors and a report was given.  The working party had met with Councillor Dopson to discuss the withdrawal of the CBC grant but had appeared not to have made any progress in changing her mind on this matter.
  8. Affordable Housing Enabler meeting – took place at the RCCE offices with two of our councillors to explore ways in which we could receive a better response from any future housing needs surveys we carry out.  A more friendly approach was suggested and we will possibly carrying out another survey in 3 years time.
  9. Actions and Reminders List including Website progress – our list was updated and John has made a good start for taking over the website.

    Hundred grand grant for Village Hall

    pvhThe Peldon Village Hall Management Committee were pleased to announce that plans for a new village hall for Peldon took a big step forward in December when they were awarded a grant of £100,000 from the Abberton Reservoir Community Fund towards the project. Following the granting of planning permission in August, this is a significant contribution towards the estimated £600,000 needing to be raised.

    As a condition of the grant, the new building will have a lobby area that is open throughout the day, even if the hall is not in use. This area will include toilet facilities, an information area about the reservoir and a vending machine for the convenience of visitors who may wish to park in the hall’s car park before setting off to walk round the easterly side of the enlarged reservoir, once pathways have been created.

    Together with the £30,000 already awarded from Essex County Council’s Community Initiatives Fund and £20,000 accumulated from fundraising events in recent years, the committee are now about a quarter of the way towards their target. Three further grant applications have been lodged and more will follow, including a major one to the Big Lottery, about which more will be said in coming months.

    In the meantime there are lots of fundraising events coming up you can support to help:

    1. Race Night on 17th March – flyer attached gives all the details (POSTPONED)
    2. 30th June –Soul Concert with the Crissy Lee Band and Grand Auction. Venue – Brickhouse Barn, Lower Road, Peldon. Further details to be announced.
    3. 16th September – Sponsored Walk – details of route, and how to take part and get sponsorship forms to be announced later in the year.
    4. 10th November – Quiz Night in the Village Hall.

    PAWS – January Zoo report

    rebecca-perryOur January meeting was on 10th January 2012 (earlier than usual due to the Pantomime) when Rebecca Perry from Colchester Zoo came to talk to us.  Rebecca is Director of Conservation and actually works for “Action for the Wild” which is the charity side of the Zoo.  She explained all about how Zoo’s came into being with the earliest recorded menageries dating back as far as 4000 years ago.  London Zoo opened in 1828 to Fellows only and to the public in 1847.  Colchester Zoo (or Stanway Hall Park as it was originally known as) opened in 1963 by Frank Farrar and his wife Helena before being sold to his niece in 1983.  At the time there were 5 keepers and 5 other staff, no running water or electrics.  Now it’s the largest privately owned Zoo in the U.K. with award winning enclosures, over 60 acres of land, 270 species and a successful captive breeding programme. Action for the Wild now owns a Nature Reserve in South Africa – Umphafa Private Nature Reserve – which has seen the release of many animals including White Rhino, Impala, Antelope, Wildebeest, Zebra and Rock Pythons to name but a few.  It was a very interesting and very enjoyable evening.

    Interested in half a pig?

    Halved pigThey go in on a Monday and are available to collect from noon on Thursday.  Each half pig weighs about 35kg and storage space of 60cm x 40 cm x 20 cm – two shelves should be OK.

    Price: £2.90/kg or about £97 / half pig.

    You have the choice of how they are cut and bagged. Common choices are:

    • Leg: – joints ( any size ), diced, ham or gammon.
    • Shoulder: – joints, diced, sausages, burgers or collar bacon.
    • Loin: – chops, steaks or joints. Back bacon: smoked or green.
    • Tenderloin: whole 9oz strip.
    • Hand & Belly: – makes approx’ 18 packs of sausages (8 / pack), you choose the flavour. The belly could be left as a strip, made into BBQ ribs or streaky bacon.  The hand may be diced for casseroles.

    Sausages and burgers are £1.90 / kg extra. Flavours normally available are: plain, Old English, Cumberland, Pork & Leek, Tomato & Basil, Garlic Chilli and Fennel – be warned theses are hot, Pork & Apricot, Pork & Apple.

    Bacon, gammon and ham are £2.30 / kg extra and take 2 weeks.

    The bones, liver, kidney and heart are yours if you would like them.

    Beauty & the Beast

    beauty-and-the-beastBeauty and the Beast by Stuart Arden adapted for the Peldon Players, will be performed in Peldon Village Hall for 5 performances; Wed 25 to Sat 28 Jan starting at 7.30pm and running to about 9.50pm.  The Saturday Matinee starts at 2.30 pm and should be over by 4.50pm.

    The two Saturday performances are already sold out with a waiting list, a few tickets remain for Thursday and Friday nights with plenty still available for Wednesday but we do tend to sell out so it is best to contact Mel Newton on Email: [email protected] Tel:  01206 736118/07738 000378 if you fancy coming along.

    Adapted and Directed by Alison Biegel, Angela Buckley and Mel Newton, this annual entertainment has been a part of the village calendar for 25 years, involves local residents from 7 to 70 and is a terrific way to spend a dreary January evening. Oh yes it is!

    Recycling Centre Changes

    recycling centreEssex Council have asked us to let you know about changes to opening hours of their Recycling Centres for Household Waste. As of 9th January 2012 the following changes will commence:

    • All sites will open at 9am rather than the current 8am.
    • Winter opening times (from 9th January 2012– 29th February 2012) for all centres will be 9am to 4pm.
    • Summer opening times (1st March – 15th October) will be 9am to 5pm.
    • Late night opening on Tuesdays during a limited period over the summer will no longer take place.
    • Some recycling centres in the county will be closed on certain days of the week from the 9th January 2012 (including West Mersea – closed on Sunday, Wednesday & Thursday).

    PAWS – December Xmas Dinner report

    paws-dec11-4We didn’t have a meeting in December but we did have our members’ Christmas Dinner which was on the 13th December in the Balkerne Restaurant at Colchester Institute. 42 of us enjoyed a cocktail before tucking into a wonderful 4 course meal. (see photo’s above). At the end of which we were entertained by a singer (student) with keyboard accompaniment  (see photo below).  At 10.00pm our coach promptly arrived to take us home. It was another very enjoyable night.

    Our next meeting is on 10th January 2012 when Rebecca Perry from Colchester Zoo is coming to talk to us (details of all our meetings and speakers can be found on the diary on the home page of the Winstred 100 website).

    Membership is currently full, but visitors are very welcome at a cost of £3.50.

    PAWS – November Cycling & Journalism report

    paws-1111-roger-st-pierreAt our meeting on Tuesday 22nd November, we had a very entertaining and much travelled speaker.  Roger St Pierrre was born in Dorset and grew up in Essex.  At an early age he developed a passion for cycling and at the age of seven rode from Romford to Southend!  The famous cyclists of his youth became his heroes and he longed to be one of them; his knowledge was so extensive that local journalists enlisted his help in identifying cyclists in races.  At the age of 15 he was asked to write a regular column on cycling for the Romford Recorder and this later blossomed into a career in journalism lasting a number of years and including papers such as the Mirror, The Mail and the London Evening News.  Work on Music for Pleasure led him to write about all the pop stars of the time like Jerry Lee Lewis, Diana Ross, Aretha Franklin and Glen Campbell to name but a few.  During his time as a music writer he met and wrote about many of the big names from both pop and classical music and travelled to America and beyond for interviews.
