Zone Wardens Report: None sent but they will follow up anything that they can deal with for us. They have replaced a broken bin lid at Salcott for which we are very grateful.

Borough Councillor:  A disturbing matter at Virley is being looked into. A planning application will be ‘called in’ to be presented before CBC Planning Committee.

County Councillor: The new ward boundaries will be published on 26th October and elections will take place next May for all Borough Councillors. An application has been submitted to the Local Highways Panel for speed rumble strips to be placed on all 3 roads in Peldon, Lower, Church and St Ives. It was suggested the parish council should reply to the consultation on new Policing expressing our dissatisfaction with certain elements of the new regime following severe cut backs.

Declarations of Interest: Liz Davidson for Item 6.

1.   Neighbourhood Watch – Grahame Stehle gave a very interesting and informative presentation explaining exactly what is involved. The parish council considered such schemes to be a good idea in our villages particularly with the recent local break-ins some have experienced. The next step is to find interested coordinators.

2.   Playgrounds and Playing Fields – Hedge trimming on Moss Hay has taken place and the loose rubber needs addressing when workforce is available. Quotes and funding for refurbishing the footpath are being sought. The Community Group will be contacted again for any suitable work that they can do for us.

3.   Environment Agency Offices – meeting re: Salcott Flooding and following report and subsequent emailing from various sources was discussed. Both Kevin and Andrew will take on certain matters to assist in obtaining some positive action to resolve this on-going problem. All residents are reminded that clearance of boundary ditches, roadside and creek side, are their responsibility and failure to do so can result in prosecution.

4.   S106 Monies and Borough Councillor Fund – new fencing for the Salcott playground will be explored, fitted or not of either wood or galvanized metal.

5.   Public Welcome Sheet – explaining what is requested of the public attending a meeting was decided to be a good idea that we will adopt.

6.   Abberton Reservoir Rights of Way –

Footpath from Peldon to Wigborough; all opportunities for land to be made available for this popular route have been researched (and are still being discussed) currently there is no immediate prospect for this route to go ahead but we agreed that it was still worth pursuing should an opportunity be presented.

The Parish Council are in favour of upgrading the Essex and Suffolk (ESW) permissive footpath between the top of Lodge Lane and the permissive bridleway adjacent to Pete Tye to permissive bridleway to help ensure safety of horses, riders and other road users. There will be expenditure on screening and drainage here that the Parish Council thought are very worthwhile.

The Parish Council agreed that the ESW permissive footpath (and in part cycle way) around the central section of the Reservoir should be  upgraded to allow disabled access but not to a bridleway and that the Rights of Way Committee should buy a four wheel drive electric wheelchair (to be kept and administered by the Wildlife Trust) for use there.

The Parish Council agreed to support the upgrading of the short section of ESW permissive footpath from near Billets Farm to near Gt. Wigborough Church to bridleway as long as issues at the B 1026 end of this regarding site splay and parking can be resolved to the satisfaction of Essex County Council (ECC) Highways.

Police and Zone Warden Reports – None received

Borough and County Councillors: Highways issues at Salcott are being addressed. There was a request that signage for the recently closed Birch Tearoom should be taken down which will be followed up.

Declarations of Interest: Lynne for item 3.

1.   Reviewing Colchester Borough Council Local Plan – Laura Chase gave us a very informative and useful presentation and questions were answered. There will be various stages in developing the CBC Local Plan which will be adopted in 2017. Our Village Design Statement and Parish Plan will be reviewed as we had planned but construction of the new Neighbourhood Plan is not considered to be appropriate for us as this is a document to complete when substantial development is required.

2.   Playgrounds and Playing Fields – Salcott is in good order and the playground perimeter fence has been repaired and painted. Peldon is receiving attention with the rubber chippings being placed in the playground in a couple of weeks when equipment and manpower will be available including a work-party yet to be appointed.  Wire to prevent birds landing above the swings is being erected and signage for the new pieces of equipment on the field are being made and will be erected including a plaque from Cory Environmental Trust who has given us a substantial grant for this equipment. More hedge trimming is to take place on Moss Hay when a date can be arranged with the volunteer group.  

3.   Salcott Telephone Box – Following more discussions it was agreed to make further enquiries about lighting and insurance but keeping an open mind as to our final decision as to the future of the box. 

4.   Email Protocol – It was agreed to add to our email protocol list of dos and don’ts that the emails requiring an answer should be done so within 48 hours, with holidays or illness etc. taken into account.  

5.   Salcott Trees – Phil proposed, Nicky seconded and all agreed for the lowest of three quotes to be accepted for trimming the trees alongside the playground and adjacent property.  All three professional contractors gave a verbal opinion that the Chestnut trees along the road edge did not need immediate attention at this time but of course they will be monitored periodically. 

6.   Abberton Reservoir Community Fund, Rights of Way Meeting – a prepared map, etc for the footpath was distributed to all and Phil proposed, Charles seconded and all agree to adopt John’s carefully considered plans. The parish council gave Phil a mandate to take to the Community Fund meeting to agree that the remaining funds are allocated to Layer de la Haye Church for improvements and that any money not spent at the at the end of the given time should be allocated to the church up to the amount they have requested.

7.   CALC Meeting – was not attended but the minutes will be received and circulated shortly.

8.   Broadband Update – Salcott launch event has been put on hold and further coverage for parts of our villages is still to be developed.

9.   Actions and Reminders List – update and to include that the Peldon noticeboard catches are made easier to open.

Reservoir News Update

res-update-mar11The Parish Council has been awarded a grant from the project’s Community Fund to help improve the Parish Council website and to incorporate up-to-the-minute Reservoir Development news within it, so keep checking on www.winstred100.org for more updates as we invest this money.  To find out more about how the project is progressing and how wildlife is being affected, you can download the project’s quarterly newsletter here or read the following précis.

Following a period of bad weather with exceptional snow and rain, the predicetd finish date for the project has been put back a couple of months since some ‘critical path’ tasks were unable to be completed.  Nevertheless, work has now resumed all over the site including the new section of the B1026 and ballast extraction at Rye Farm pit together with clay extraction at Blind Knights borrow pit.  More material is being carted to the main dam, by the Layer/Abberton Road, as this becomes wider and taller.

The temporary off-take pumps will soon be working to pump the water to the treatment works, this will enable the old pump building to be altered so that various vital bits are not underwater when the level goes up.  The causeway on the B1026 will soon have a large hole in it (hopefully not in the lane that the traffic is using) so that the culvert under the road can be strengthened. Soon some of the concrete facing of this causeway will be removed allowing the whole thing to be widened.

The pipeline that will help supply the enlarged reservoir is being put in place very soon.  They are starting at the Layer Church and Wormingford ends simultaneously and, using the wonders of modern mapping, will meet by the A12.

This winter there have been more birds than expected using the reservoir, including a rare Water Rail (RSPB estimate less than 1,400 breeding pairs in the UK).  Others seen include Bewick’s swans, smew, goosander , gadwall, goldeneye, pochard, black-tailed godwit, curlew, lapwing, redshank, snipe, a turnstone, a bearded tit and bittern.
