Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough at 7.30pm on Tuesday 8th November 2016

Minutes of the last meeting were agreed by all and signed by the chairman
Zone Warden Report: No report given
Borough Councillor Report: A CBC Local Plan update meeting had been attended and following consultation responses there are now no proposed sites for development in our villages. The next stage with allocations will follow shortly in December or January. The final document has to be agreed and accepted by the Government.
CBC has been considering wheelie bins for Colchester but having consulted with parish councils in this area they will not be going ahead.
Complaints from us about the CBC website with regard to the substandard planning section will be reported back.
Complaints have been received on solo activity with speed gun usage which is unacceptable.
County Councillor Report: There have been changes in the cabinet and Kevin’s portfolio now includes infrastructure and there will be a consultation on the A120 soon.
Gritting lorries have been out already on some of the roads and hopefully the extensive resurfacing that has taken place will reduce the number of pot holes forming over the winter period.

Declarations of Interest: Bob Holmes for the hiring of this meeting room as he is now a trustee of Essex Wildlife Trust.
- Playgrounds and Playing Fields are in good order and the cable wire will be adjusted appropriately. We are pleased to have Jack Newman as our new maintenance operator for Moss Hay, taking over from Barry who we thank very much for all his good work over the last few years.
- Financial Regulations – November 2016 – Bob proposed, Robert seconded and all agreed to adopt this appropriately adapted version. Thanks were given to Bob for all his work in producing this document.
- VAS positioning – following advice from Borough Councillors Robert proposed, Nicky seconded and all agreed that this should not be placed at the suggested site following the evidence given from the survey as it is too near to where it becomes derestricted. Highways will be approached for a site meeting to discuss a place for this VAS where it would be considered most effective.
- Defibrillator – following receipt of two quotations this will be investigated further with regard to funding, insurance, maintenance, etc.
- The Winstred Eye – update next month
- Abberton Reservoir Rights of Way – a meeting had been attended and a fold-up map of the whole area with permitted pathways has been agreed for printing and will be available from various sources including the Visitor Centre. Vandalism has taken place at a dam point and the disabled path is not open as yet.
