Zone Wardens Report: Litter picking equipment has been distributed to those who carry out this very valuable job in our villages and teams can be organised for a thorough blitz of particularly bad areas.

Borough Councillor: The Locality Budget and S106 monies will be looked into for funding the Salcott playground equipment area.

1.    Precept/Grant 2016/2017 – following a thorough appraisal of our previous and forecasted expenses Bob proposed, Phil seconded and all agreed to increase our grant/precept for the following year by £100, taking into account the increase in housing. A company was set up by local government bodies to appoint new auditors on our behalf for 2017 onwards unless we choose to opt out which we have agreed not to do.

2.    Playgrounds and Playing Fields  – The Community Group have carried out some sterling work for us in Peldon, for which the organisers will be thanked,  surplus mud etc will be disposed of and any associated costs will be met by the parish council. It is unfortunate that work at Moss Hay has damaged the entrance but this was unavoidable and it will recover in time and be reinstated accordingly if necessary.  The vandalized Dog Fouling sign will be reinstated yet again.  The bench with a rotten leg will be addressed. Future work for the Community Group will be tree guard removal on Pete Tye Common and grass cutting outside Peldon Church possibly on a regular basis.

3.    Bradwell – Local Community Liaison Council (LCLC) Meetings – Bob will attend these meetings on behalf of the parish council to enable us to keep up to date with proceedings and inform the residents when appropriate.

4.    Emails to the PC on a variety of random subjects – distribution to all councillors and answer as deemed appropriate.  

5.    Planning Comments Process – all councillors will endeavour to follow the agreed process as written in the final draft.

6.    Neighbourhood Watch – following further interest in setting up a scheme the information received by us at the presentation has been forwarded to these residents and if an interest is still there the parish council will arrange a meeting to assist in setting up a scheme but then take no further involvement.

7.    NALC Model Code – Media Policy – subject to checking other codes and policies that we have or should adhere to for any contradictions the parish council will adopt this Media Policy at the next meeting.

8.    Actions and Reminders List – updated and noting that owing to the Parish Council’s tireless efforts the Environment Agency has agreed to carry out a Flood Modelling Study for Virley Brook. Also, there are posters on the noticeboards about drop-in sessions held by Natural England to inform of their project to improve public access along the Essex coast.

Items for Discussion

1.   Neighbourhood Watch:  Having received a small interest the people concerned will be given the information from the representative who attended our meeting to follow up further if they so wish.

2.   Playgrounds and Playing Fields:  The Community Group has carried out some really excellent clearance work on Moss Hay and will be coming again to finish. Peldon Village Hall is needed for these workers and a charge at normal rate will follow.  The footpath is looking much better as a result and refurbishment is thought not be necessary for the time being. Costing for the renewal of Salcott playground fencing is still being investigated.

3.   Salcott Flooding:  Following much correspondence and a meeting with the Environment Agency they have effectively said there is no problem.  Clearing the creek is the responsibility of neighbouring landowners who must inform the Environment Agency before carrying out any such works. The Parish Council has written to Colchester Borough Council requesting that they take into account our thoughts and concerns on this matter when constructing the new Local Plan. Having brought this to the attention of all appropriate bodies the Parish Council has explored all avenues on this matter and feels that it is unable to do any more at this time.

4.   Total Transport Project/FutureGov:  The Parish Council had previously organized a shopping bus for residents who do not have their own means of transport but this was not sufficiently used. Fortunately some people are frequently helped out by kind hearted neighbours. A scheme providing tokens for taxis for people unable to get to doctors’ appointments etc. used to be available and will be looked into to see if it or something similar is still on-going.

5.   Bus Timetable Changes/Transportation Meeting Representative:  Although the bus timetable alterations and lack of reasonable notification were considered extremely inconvenient for some people the bus companies can and do change them periodically as they feel fit in order to make connections with other routes. Transportation Meetings will continue to be attended by our representative where concerns can be aired.

6.   Transparency Code for Smaller Authorities:  Requirements for the Transparency Code were discussed and some aspects of this are already in place and others will be addressed shortly including that any correspondence, planning notifications or invoices that arrive after the agenda has been published and displayed will not be included until the following month. Also we are waiting for Essex Association of Local Councils to produce their model template for Data Protection.

Zone Wardens Report: None received

Borough Councillor: The S106 monies from new build at Salcott can be allocated for funding the new fencing required for the play area. A troublesome issue at Salcott is being dealt with appropriately.

County Councillor: Government Flood Defence Funding is being looked into with regard to the problem at Salcott and Virley (Item 3). The LHP meeting has been postponed but when resumed an application for speed assessment strips for the 3 roads in Peldon will be considered. The road over the bridge in Mill Lane will be looked into for repair. Highways are ready with salt/grit for any forthcoming bad weather. The government are looking at devolution thus enabling parish councils to authorise local jobs carried out at local level.

Declarations of Interest: Lynne with regard to any work requested from Terry

  1. Neighbourhood Watch: There has been no further interest but more advertising and enquiries will be made.  
  2. Playgrounds and Playing Fields –hedge trimming on Salcott meadow is required and Terry will carry out the work for little cost. The Community Group has been successfully contacted and they will be carrying out several outstanding jobs for us at Peldon.
  3. Salcott Flooding – some correspondence has followed, also note County Councillor report above.
  4. S106 Monies and Borough Councillor Fund – ideas were considered
  5. Process for agreeing the Parish Council planning comments – updating our previous guidelines we will endeavor to make a more streamline approach to finalizing our responses to CBC. Planning training organized by CBC will be attended in the near future.
  6. Abberton Reservoir Rights of Way – meeting was attended and a summary of all the findings will follow in the magazine. The Parish Council expressed huge thanks to John for all his hard work on this matter including negotiating with various landowners and groups to obtain all possible throughways and the majority of objectives have been met.
  7. Bus Service Questionnaire – owing to proposed changes to the Peldon bus service the questionnaire was agreed to be filled in as follows ‘Regular bus services in the evening are key for people returning from work and leisure to rural areas, falling into Essex County Council priorities 1 & 2. Reduction of these services can only reduce safety and security for passengers as well as sustainability of our communities’.
  8. Winstred100 Website has been hacked and to alleviate this problem our operator has suggested changing to WordPress at an approximate cost of £250 which was agreed by all having allocated the funds for this type of event some years ago using the Abberton Reservoir Expansion Grant set aside for website updating.

Zone Wardens Report: None sent but they will follow up anything that they can deal with for us. They have replaced a broken bin lid at Salcott for which we are very grateful.

Borough Councillor:  A disturbing matter at Virley is being looked into. A planning application will be ‘called in’ to be presented before CBC Planning Committee.

County Councillor: The new ward boundaries will be published on 26th October and elections will take place next May for all Borough Councillors. An application has been submitted to the Local Highways Panel for speed rumble strips to be placed on all 3 roads in Peldon, Lower, Church and St Ives. It was suggested the parish council should reply to the consultation on new Policing expressing our dissatisfaction with certain elements of the new regime following severe cut backs.

Declarations of Interest: Liz Davidson for Item 6.

1.   Neighbourhood Watch – Grahame Stehle gave a very interesting and informative presentation explaining exactly what is involved. The parish council considered such schemes to be a good idea in our villages particularly with the recent local break-ins some have experienced. The next step is to find interested coordinators.

2.   Playgrounds and Playing Fields – Hedge trimming on Moss Hay has taken place and the loose rubber needs addressing when workforce is available. Quotes and funding for refurbishing the footpath are being sought. The Community Group will be contacted again for any suitable work that they can do for us.

3.   Environment Agency Offices – meeting re: Salcott Flooding and following report and subsequent emailing from various sources was discussed. Both Kevin and Andrew will take on certain matters to assist in obtaining some positive action to resolve this on-going problem. All residents are reminded that clearance of boundary ditches, roadside and creek side, are their responsibility and failure to do so can result in prosecution.

4.   S106 Monies and Borough Councillor Fund – new fencing for the Salcott playground will be explored, fitted or not of either wood or galvanized metal.

5.   Public Welcome Sheet – explaining what is requested of the public attending a meeting was decided to be a good idea that we will adopt.

6.   Abberton Reservoir Rights of Way –

Footpath from Peldon to Wigborough; all opportunities for land to be made available for this popular route have been researched (and are still being discussed) currently there is no immediate prospect for this route to go ahead but we agreed that it was still worth pursuing should an opportunity be presented.

The Parish Council are in favour of upgrading the Essex and Suffolk (ESW) permissive footpath between the top of Lodge Lane and the permissive bridleway adjacent to Pete Tye to permissive bridleway to help ensure safety of horses, riders and other road users. There will be expenditure on screening and drainage here that the Parish Council thought are very worthwhile.

The Parish Council agreed that the ESW permissive footpath (and in part cycle way) around the central section of the Reservoir should be  upgraded to allow disabled access but not to a bridleway and that the Rights of Way Committee should buy a four wheel drive electric wheelchair (to be kept and administered by the Wildlife Trust) for use there.

The Parish Council agreed to support the upgrading of the short section of ESW permissive footpath from near Billets Farm to near Gt. Wigborough Church to bridleway as long as issues at the B 1026 end of this regarding site splay and parking can be resolved to the satisfaction of Essex County Council (ECC) Highways.

Minutes of the last meeting were agreed by all and signed by the chairman

Police Report: There had been several unlawful entries to various sheds and outbuildings and a house in Great Wigborough and Peldon where items have been stolen.  The doors from a Land Rover had been stolen and there were a couple of road traffic accidents but no serious injuries. A man has been seen selling from the back of a vehicle and a parking issue at the junction of Mill Lane and The Street in Salcott has been monitored and noted for further action.

Zone Warden Report: The culprit of fly tipping in School Lane has now been prosecuted and given a six month conditional discharge and ordered to pay costs. The Wardens will continue to focus on fly tipping, dog fouling and other unsociable activities.

Borough Councillors: Black sack delivery has been delayed until the end of the month. The agents for the Solar Park project have asked for a formal view from the CBC Policy Team. There is now a new round of Community Initiative Funding available. There are 2 allotments available for rent at Abberton and Langenhoe, enquiries to the clerk.

The Parish Council wished Terry Sutton well in his retirement and thanked him for always being available to assist us in any way he could. He expressed his enjoyment at working in rural villages.

County Councillor: Essex Highways are working their way through repairs and resurfacing of the major highways and the minor routes will follow. Road signs at Salcott crossroads will be adjusted for clarification and a damaged manhole cover at the crossroads will be dealt with.  Rodney Bass (Portfolio Holder for Highways and Transportation) will be holding surgeries at Essex County Hall for anyone to attend.

Public-Have Your Say: There has been horse riding on Pete Tye Common spoiling the footpaths, this will be investigated further. There has been a dog, sometimes two, chained to a tree in a front garden in all weathers at Mill Lane, Virley which will be reported to the appropriate authorities. Cutting of the verges was mentioned as was the army helicopter manoeuvres; unfortunately both are beyond our control.

1.    Churchyards Upkeep Donations – Phil proposed, Jinny seconded and all agreed to donate the same amount as usual (£200 per churchyard) to help with the upkeep of the churchyards in all our villages  

2.    Playgrounds and Playing Fields – following the Annual Inspection the fence posts at Salcott will be investigated for quotes for various materials which we can discuss on site at our July meeting.  Other necessary work will carried out soon.  The new equipment is due to be installed on Moss Hay shortly which may cause a slight disruption. Quotes for rubber chippings for the Peldon play area are being sought. We have been given S106 money to fund both these projects.  The Parish Council understands that Liz Davidson very kindly cut the grass on Moss Hay all last year and is continuing to do it this year for which we expressed our thanks.

3.    Website disc space – in the future we may need more website disc space and so Phil proposed, Jinny seconded and all agreed for an extra £20 to be available to our website operator for when he feels it necessary.  

4.    Finances for the year – Phil proposed, Jinny seconded and all agreed to approve our finances for the last year. The End of Year Return for the external auditor was duly completed by the chairman and our thanks where expressed to Steve Copeland for carrying out the internal audit for us again and without cost.
