Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall on Tuesday 9th November 2021 at 7.30pm

Minutes of September meeting and cancellation notice of October meeting were agreed by all and signed by the chairman

Borough Councillor Report: CBC Planning Department is struggling to keep up to date owing to a shortage of workforce. The Chief Executive is retiring and applications for the position are now being accepted. CBC is now operating a click and collect system for extra bins, bags. etc. Mersea Council Office being one of the collection points. The parish council soldiers are still out for this year but will be collected later in the year for storage and safe keeping.

County Councillor Report: ECC is dealing with climate change and one of the projects is an aim to have electric car battery charging points in all towns across Essex. Levelling up and equal opportunities is another main focus with deprivation in all forms such as education, living affordability including giving out meal vouchers for eligible children, isolation with regard to lack of accessible amenities and public transport.

1.  Playgrounds and Playing Fields

  • Salcott playground and field are in good order.
  • Peldon new playground project began this week and so the field may suffer from vehicles being driven on it but will recover in time.
  • Special thanks were expressed to James Faulkner and Gary Taylor for their brilliant dismantling and disposing work. A small charge was agreed and will be paid for labour.
  • The new Peldon playground will be opened by Robert Davidson, Colchester Mayor with as many local children in attendance as possible to help with the opening. We will have a better idea shortly of when this might be for advertising purposes.
  • Quotes for grass cutting have been received and it is hoped for more and then will be discussed via email so that a decision can be made reasonably soon.

2.  Speed Camera:

We will revisit the possibility of purchasing a Radar Speen Sign for somewhere in the parish in the new year when we have a clearer vision of the total cost of sign and installation and therefore, affordability.

3.  Great Wigborough Village Sign

is being refurbished and will be reinstated in due course. The total cost has been reclaimed from the car driver who drove into it through our insurance company.

County and Borough Councillor Reports: None given

Public-Have Your Say: The difference in newly installed road surfaces along the main road through our villages was questioned and discussed. The parish council has given permission for the necessary branches of trees on the Salcott field to be cut off enabling a property to obtain the fibre connection with CBB. The parish council will request the need for signage to indicate when approaching the junction at the Salcott crossroads where there has been yet another accident. The Lodge Lane name sign has been damaged and a badly fitted manhole cover, in between the golf club and the crossroads, will be reported for attention. A big thank you to Sam Jones for tidying up verges and ditches at Mill Lane.

  1. Playgrounds and Playing Fields are in reasonable order with grass cutting to be discussed item 2. The new Peldon play equipment will be installed in the near future. Salcott play equipment has been repainted and looks very smart. Unfortunately though, it would seem that the big swings are getting swung over the top bar of the frame which breaks the pigeon deterrent wire, so we would like to request that this can be explained to the older children so that we can keep the seats in a clean condition for all users. Salcott Village Hall Management Committee is looking into installing a CCTV camera. It was proposed and agreed by all for the Salcott painting work at £850 and parts for repairing the net swing at Peldon for £51.
  2. Grass Cutting has proved extremely difficult this year with exceptional early and constant growth and continuous rain from the offset hence the first cut on both fields leaving a residue of cuttings which has resulted in complaints from some residents. Quotes and discussions with grass cutters will take place for future picking up of loose grass when considered necessary and shorter cutting. Conversations with other local councils reveal cutting has been a wide spread problem this year.
  3. Speed Cameras correspondence has been received from companies selling speed cameras and so initially the parish council will be consulting highways before going ahead with any further discussion about cost, maintenance and possible sites.
  4. Great Wigborough Village Sign that was knocked down and damaged by a vehicle is being dealt with by the parish council insurance and will be reinstated in due course.

County Councillor Report: Covid cases are reducing now, vaccinations are going well but any over 70s who have not received an invitation yet should contact their GP to book their vaccination.

Borough Councillors Reports: Thanks were expressed to Kevin for organising drain jetting and sucking out both in Peldon and Salcott.

3.  Flooding at Salcott

  • There have been various flooding issues/problems at Salcott recently and particularly during this very wet weather which have been dealt with accordingly.  A major contribution of organisation has taken place from Salcott and Virley Parish Councillors mediating with ECC Highways, Anglian Water and Environment Agency and with help from local residents. Issues are still being dealt with as and when they arise.
