Draft minutes of the  meeting of Winstred Hundred Parish Council held at Salcott Village Hall 7.30pm on Tuesday 11th July 2017.

Present: John Walker, Bob Holmes, Jinny Gale, Netty Knill-Jones, Robert Kean, Phil Gladwin (chair), Liz Davidson, Lynne Simmons, Andrew Ellis and 3 members of the public

Apologies for absence: Nicky Ellis, Robert Davidson

Minutes of the last meeting: were agreed by all and signed by the chairman

Zone Warden Report: None received

Borough Councillor Report: Certain matters already reported will be investigated further contacting ECC Highways where necessary – Salcott sign, periodic overflowing of pond in Church Road and poor road surface in Virley creating a large puddle after a heavy rain fall. Anglian Water will be contacted about the burst water main at the top end of School Lane. Policies within the Local Plan were discussed with our pending respond comments in mind. There has been a number of problems with the new refuse/recycling collections but hopefully these are just teething problems and it will settle down soon.

Public-Have Your Say: Support was expressed for the proposed day nursery in Peldon

Declarations of Interest: Liz Davidson for the day nursery and did not join in the discussion with the public.

  1. Playgrounds and Playing Fields are in good order with matters from the annual inspection being addressed accordingly. The worn tyre on the cable wire will be replaced. The Community Working Group has completed some excellent work for us in the villages.
  2. Website: Suggested improvements were discussed and costings for these will be sought which will be circulated during the holiday for further discussion and approval as we already have funds in hand earmarked for this project.
  3. Speeding/car racing/anti-social behaviour on the Layer Causeway: No incidents reported since our last meeting
  4. CBC Draft Local Plan: Our response was discussed and will be drafted shortly, circulated for any adjustments and submitted to CBC.
  5. Pond in Church Road, Peldon: As above in Borough Councillor Report, this will be followed up with ECC.
  6. Millennium Bench – no quotes to date, but a local carpenter will be approached to enquire about repairing the bench.
  7. Financial Report – quarterly report circulated. Chairs for the new hall at Peldon will be ordered soon and the parish council is holding the Locality Budget money put aside for this expenditure. The Parish Council Asset Register has been added to the website as a requirement for the Transparency Code.
  8. Actions and Reminder List – updated and to note that the defibrillator is now situated on the front wall of the new hall at Peldon for use. A familiarization session will be organized for September but it can be used in the meanwhile as a voice from the machine explains what to do as you go through the procedure. Usage is encouraged as there can be no harm done to a person if the apparatus is not required.
