Draft minutes of the meeting of Winstred Hundred Parish Council held via Zoom on Tuesday 13th October 2020 at 7.30pm. The Zoom meeting details were published.

Present: Clare Lauwerys (chair), Netty Knill-Jones, Wendy Ritherdon, Jinny Gale, Catherine Sprott, John Walker, Robert Kean, Phil Gladwin, Liz Davidson

To welcome our new Virley Parish Councillor – Catherine was welcomed onto the parish council and the required forms have been completed.

Apologies for absence: Kevin Bentley, Andrew Ellis, Robert Davidson

Minutes of the last meeting were agreed by all and will be signed by the chairman in due course

County Councillor Report: A meeting was being attended by ECC Leaders to request a higher level for Covid-19 for Essex from the government.

Public-Have Your Say: It was noted that a Peldon sign appears to be missing which will be looked into. Other enforcement and highways matters will be followed up. Access to various Salcott footpaths have been reported for disrepair.

  1. Playgrounds and Playing Fields – both are in good order. Three different companies had sent presentation plans and quotes for new play equipment and resurfacing at Moss Hay which were discussed at length. The clerk will contact the companies to get further information to answer the council’s questions. Funding and grants will need to be explored at length for this very costly project.  We await any changes to the rules/guidelines with regard to Covid-19 and the playgrounds and will follow these accordingly as and when we receive them.
  2. Zoom contract meeting costs were agreed and noted by all for the parish council to have its own account signing up for a year’s contract and for the chair to be the keeper/owner. Kevin was duly thanked for his assistance with meetings up to now.
  3. Village Signs Refurbishment – Salcott-cum-Virley has now been completed following Great Wigborough, both of which look very smart. Peldon will be the next one and lastly Little Wigborough.
  4. Printer costs – it was agreed by all for the parish council to pay £50 (approx. half) towards the cost of a new printer as parish council work is all it is used for now.
  5. Actions and reminder List – updated and to include that our mandate has now been updated and on-line banking will be used in future. The fallen finger post at the old Kings Head junction has been reported. Fly tipping in School Lane, Great Wigborough has been dealt with for which we thank the Zone Wardens as always and hopefully a prosecution will follow.
