Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall on Tuesday 11th January 2022 at 7.30pm

Chair: All agreed for Phil to be elected to chair the meeting in the absence of Clare and Jinny (chair and vice).

Present: John Walker, Catherine Sprott, Wendy Ritherdon, Phil Gladwin, Liz Davidson, Netty Knill Jones, Robert Davidson and Kevin Bentley

Apologies for absence: Clare Lauwerys, Jinny Gale, Robert Kean, Andrew Ellis

Minutes of November meeting were agreed by all and signed by the chairman

December meeting was cancelled owing to Covid and other illnesses.

County Councillor Report: Council tax will be increased not least because social care is an ever-growing expense. Where private companies are unable to continue operating owing to rising costs or staff shortages ECC must pick up the pieces and do what is necessary to take care of all those who need it.

New Covid cases do seem to be levelling out but continued caution is needed.

Jubilee mugs for children suggestion, local schools will be consulted.

Borough Councillor Report: There will be a memorial event in Colchester in March for all those lives lost to Covid.

Pam Donnelly has been appointed as the new CBC Chief Executive who is very qualified for this position.

John Jowers is to be Colchester Mayor in 2023 and so is deputy for this coming year. Colchester has applied for City Status. CBC Local Plan is with the Inspectors for finalisation. CBC website has information on Green Home Grants and Library Service Review.

Declarations of Interest: Liz for Moss Hay grass cutting

  1. Playgrounds and Playing Fields – Salcott is in good order and the play equipment looks very smart since being painted. The telephone box has been successfully relocated in front of the playground and has received attention with missing windows being fitted and a start to the clean-up. Kindly donated slabs will be placed on the ground for easy access, and the door will be adjusted. Borough Councillor Locality Budget will be applied for to cover the cost of a repaint and shelving.
    The children are very pleased with the new play equipment on Moss Hay. However, the footpath has been problematic with regards to mud and the weather and will be receiving attention as soon as possible, with digger to divert water running down the path to the ditch at the side and then Type 1 gravel being spread along the path paying particular attention to the entrance, many thanks to Liz for organizing this.
    John proposed, Wendy seconded and all agreed for the grass cutting contract to go to Liz for this year which will alleviate possible problems that may arise owing to the weather, thanks again were given to Liz.
  2. Precept/Grant 2022/2023 – after much deliberation Liz proposed, John seconded and all agreed to a 5% increase for this coming year, owing to inflation rates, subsequent price increases and possible future projects.
  3. Actions and reminder List – updated plus the clerk and Rob were thanked for all goods works taken on and achieved for the parish council
