Draft minutes of the meeting of Winstred Hundred Parish Council held in the meeting room at Peldon and Wigboroughs Community Hall on Tuesday 14th March 2023 at 7.30pm

Present: Liz Davidson, Phil Gladwin, Jinny Gale (chair), Roger Pittock, Clare Lauwerys, Kevin Bentley and 2 members of the public

The minutes of the meeting held on 14th February 2023 were agreed by all and signed by the chairman

County Councillor Report: Discussion on reports and possible future projects for the road from Salcott to Peldon including the Feasibility Report we received in July last year, our response to it and the latest improvement plan, only just received, from the Local Highway Panel.  Also, the latest disruption from the burst water main and how traffic management has been handled. Fallen finger posts will be chased up for reinstalling.

Bad traffic management and repair job for both highways and Anglian Water re burst water main.

In response to a query, it was stated that a decision was made some years ago not to re-paint the bench on the bus stop triangle in Peldon.  This was because the wood had been treated and so paint does not stick satisfactorily to it.

The increase in the parish council part of the council tax was questioned but as stated in January minutes: ‘Precept/Grant 2023/24 – after carefully consideration of future budget, this year’s expenses, price increases, etc it was proposed, seconded and agreed by all to increase the parish council precept by 10% (£1,478) giving a total of £16,258 for the year to enable services and projects to be addressed as and when required in all the villages’. Further although the percentage looks high it equates to a small amount per household and there was a small overspend last year with various items having cropped up.

  1. Playgrounds and Playing Fields – both are in good order. A hedge at the top end of Moss Hay footpath needs attention which will be dealt with in due course.
  2. Website update – suggestions for future design and format were discussed and will be taken forward to our website manager.
  3. Affordable Rural Housing – RCCE quotation of approx. £500 for an Affordable Housing Needs survey was agreed by all as we did commit to carrying out a survey every 10 years or so as residents’ circumstances change, also we will invite the coordinator to a future meeting to explain the process.  
  4. S106 Review – our list of infrastructure requests, should there be any development in this area, will be sent to CCC Planning Dept to be taken into account for this review.
  5. Salcott crossroads bus shelter – it was agreed by all to accept the quote of £402 to tidy up and repaint this shelter.
  6. Civility and Respect Pledge – it was agreed to sign up to this.
  7. Roadworks and signage – as above, much discussion on this took place about Anglian Water and highways re recent events, complaints will be sent forward again.
  8. Actions and reminder List – updated

220612 Appeal Lodged  for refusal for prior approval for the conversion of 2 former agricultural livestock and shortage buildings into 3 dwellings at Nightingale Farm, School Lane, Great Wigborough

The Parish Council asks all residents who own roadside hedges to trim them back to enable safe road use.
