Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall on Tuesday 10th September 2024 at 7.30pm

Present: Netty Knill Jones, Phil Gladwin, Jinny Gale (chair), Robert Davidson, Liz Davidson, Roger Pittock, City Cllr Martin Parsons

Apologies for absence: Catherine Sprott, Clare Lauwerys, Cllr Kevin Bentley

The minutes of July 2024 meeting were agreed by all and signed by the chairman

City Councillor Report: Following the consultation, it would appear inevitable that we will all be getting wheelie bins for our rubbish and recycling in due course. A black one for the black bag rubbish, another brown one for all the recycling items, plastic bottles, paper, card and tins and the glass still in the green boxes.

The target for houses to be built in Colchester and surrounding areas has been increased to 1290 per year.  Major changes to planning laws to facilitate increased house building are to expected shortly.

  1. Playgrounds and Playing Fields – both playgrounds and fields are in good order
    • Himalayan Balsam at Salcott Creek – The Environment Agency did eventually come to clear and remove the remaining weed. We have written to request their timetable for next year and exactly what parts they will tackle and what parts we should.
    • Annual Playground Inspections – no reports received as yet.
    • Moss Hay – the hedge has been cut back and the zip wire will be tightened when workforce is available.
    • Salcott roadside hedge has been cut back again.
    • Community Group – has yet to be contacted for ditch and path clearance work.
  2. Website – following further suggestions on our new look website more work on this is taking place
  3. Bus Issues– the school bus not going in to Salcott to pick up the children has been resolved and another matter is still on-going.
  4. Replacement Jubilee Trees – following a discussion a tree nursery owner will be consulted for suggestions of suitable species etc.to replace the Jubilee trees which have all suffered from disease or similar and were not ideal for time and size when first delivered from CCC.
  5. Peldon Pump – restoration and costs were agreed by all and thanks expressed to good-hearted residents offering to take on this task.
  6. Local Government Boundary Commission of England – consultation on ward boundaries for Colchester closes 7th October 2024
