Draft minutes of the meeting of Winstred Hundred Parish Council held at St Stephens Church, Great Wigborough on Tuesday 14th April 2026 at 7.30pm

Present: Cllrs Robert Davidson, Roger Pittock, John Abbott, Phil Gladwin, Netty Knill Jones, Wendy Ritherdon, Clare Lauwerys, Jinny Gale (chair), City Cllr Andrew Ellis, County Cllr Kevin Bentley

Apologies for absence: Cllr Liz Davidson, City Cllrs Carl Powling, Martin Parsons

The chairman expressed the thoughts of the parish council to say that as Liz is now stepping down just how much she was appreciated and contributed to the community. We owe her a big gratitude for her time on the parish council not forgetting her many years of grass cutting on Moss Hay.

The minutes of March 2026 meeting were agreed by all as a true record (with a typo corrected) and signed by the chairman

City Councillor Report: There is a proposed Public Space Protection Order which includes the coastal path waiting for approval.

The new recycling wheelie bins are being delivered gradually starting in June. Further details will follow when we have them.

County Cllr Report: The new county changes have been announced with 5 councils replacing the existing 15. The unitary division for Colchester will include Braintree and Tendring. There will be a year of shadow counselling during 2027 before the change over completely in 2028. The main priorities are still very much adult and children’s social care.

Public-Have Your Say: Signs have been requested to include the wording ‘Community Hub’ on the Great Wigborough Church signs. Also requested reinstalment of the ‘Give Way’ sign at Middiford Corner that has been laying on the verge for some time now.

Declarations of Interest: Cllr Robert Davidson for item 2 on the agenda and a financial item for payment.

  1. Playgrounds and Playing Fields – are in good order. Suitable material (planings or Type 1) quotations to resurface Moss Hay footpath will be looked into and we are also expecting a quotation for replacing the wood tops for the benches.
  2. CCC Draft Local Plan – a Resolution for Confidentiality was agreed for this item to be discussed after the meeting excluding the public, press and associated land owners.
  3. Chair and Vice – those wishing to stand for either position for this coming year will confidentially send their names to the clerk by 2nd May. Voting will be by secret ballot at the Annual Meeting on 12th May.
  4. Finances – were noted with funds in a satisfactory position. The books are now with the internal auditor.
  5. Salcott Fun Day – 18th July 2026 – proposed use of the field was agreed with their insurance in place and a guarantee that the field will be left in good order.
  6. . gov.uk domain – Parish Council email addresses and Website – is progressing as it should.
