Draft minutes of the meeting of Winstred Hundred Parish Council held at St Stephen’s Church, Great Wigborough on Tuesday 12th May 2026 at 7.30pm
Present: Cllrs Phil Gladwin, Robert Davidson, James Faulkner, Jinny Gale (chair), Wendy Ritherdon, Clare Lauwerys, John Abbott, Roger Pittock
Apologies for absence: Cllr Netty Knill Jones, City Cllrs Kevin Bentley, Andrew Ellis
The Annual Parish Assembly
All were welcomed but with no public or organisation representatives in attendance no-one spoke at this time.
Annual Council Meeting (AGM)
With no other nominations Jinny was elected as chairman and following a ballot Clare was elected as vice chairman, the clerk was elected to continue as RFO (Responsible Financial Officer), huge thanks to Liz Davidson who stepped down and James Faulkner was welcomed as the new parish councillor for Peldon. The Declaration of Acceptance of Office forms were completed and signed by all plus the Register of Interest form where appropriate.
Parish Council’s Annual Report was circulated to all prior to the meeting and will be displayed in the usual ways.
Financial Report was circulated to all prior to the meeting and will be displayed in the usual ways. The parish council finances are in good order with a comfortable balance enabling the continuation of the services expected of us.
All memberships to EALC, NALC, CALC, SLCC, RCCE were agreed to be continued
Ordinary Council Meeting
The minutes of April 2026 meeting were agreed by all and signed by the chairman
County and City Councillor Reports: no reports received
Public-Have Your Say – following enquiries to note that the grass on the bottom triangle has been cut as per normal by the contractor acting on behalf of the owner.
Residents are upset about frequent unscheduled brief power cuts. UK Power has been notified.
Declarations of Interest – None
- Playgrounds and Playing Fields – both are in good order and the new contractor has cut the grass at Moss Hay.
- The quote of £80 each for bench top and fitting at Moss Hay was discussed and agreed by all to accept for all 4 benches. Footpath resurfacing materials for Moss Hay were also discussed and agreed that James would look into this further for purchasing combined loads, labour etc.
- It was agreed by all that 2 bags of rubber chippings will be ordered for Salcott playground to comply with the Annual Playground Report, with prices as per last year with a probable slight increase.
- Audit Return and Associated Compliances AGAR Part 2 2025/26 has been completed, inspected and signed by our internal auditor (huge thanks to Steve Copeland again and for his many years of doing this for us at no cost but as he is now retiring a new auditor will be sought). The AGAR will now be sent to the external auditor and displayed accordingly.
- LGR/Devolution – nothing further to report at this time
- CCC Draft Local Plan – no update to report.
- .gov.uk addresses and website – the new addresses are in progress for setting up and the new website will be available for viewing at the June meeting. All are required for government compliance.
