Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall meeting room on Tuesday 13th May 2025 at 7.30pm.

Present: Cllrs Clare Lauwerys, John Abbott, Netty Knill Jones, Roger Pittock, Phil Gladwin, Jinny Gale (chair), City Cllr Carl Powling.

The Annual Parish Assembly

Everyone was welcomed to the meeting and no-one spoke at this time

Annual Council Meeting (AGM)

Names put forward for chairman were considered and following a ballot Jinny Gale was duly elected as chairman for this next year. With only one name put forward for vice chairman Catherine Sprott was elected in her absence. The clerk was proposed, seconded and all agreed to continue asFinancial and Responsible Officer, all necessary forms and declarations were completed and signed.

Present: Cllrs Phil Gladwin, John Abbott, Robert Davidson, Roger Pittock, Clare Lauwerys, Jinny Gale (chair), Liz Davidson, City Cllr Martin Parsons

Welcome: John Abbott, our new Peldon Ward Parish Councillor was welcomed to the team and all necessary forms were completed.

The minutes of March 2025 meeting were agreed by all and signed by the chairman

City Councillor Report: The Local Plan infrastructure audit has not been done. Extra City Council meetings have taken place to discuss certain issues.

With council reorganisation plans a mayor will be elected in May 2026 for the whole of Essex. The councils, as we know them, will be dissolved in May 2028.

The minutes of February 2025 meeting were agreed by all and signed by the chairman.

City Councillor Report: The Colchester Local Plan members will be meeting soon to discuss a delay on signing off the Plan, caused by an inadequate infrastructure audit. As a result, the consultation period due about now will be delayed, perhaps to as late as November. The Parish Council is exploring options to make earlier comments. Residents will be kept informed on progress.

The minutes of January 2025 meeting were agreed and confirmed and signed by the chairman

City Councillor Report: A meeting of the Local Plan Committee will be held on 17th Feb2025. See link below and Appendix B -Preferred Options Draft Reg 18 Plan- 17 Feb 2025 Local Plan Committee ” and a consultation period of six weeks.

Prior to and during the consultation period the Parish Council will be active in helping residents understand any issues. It is probable that a public meeting will be called to enable residents and councillors to share their views. It is important that as many residents as possible return their individual opinions in addition to any submission made by the Parish Council. Colchester City Council has allocated 25 houses for Peldon in their preferred options but none in any of the other villages in this parish council.

The minutes of November 2024 meeting were confirmed and agreed by all and signed by the chairman.

City Councillor Report: Complaints and general incompetence about poor signage and redirecting routes for roadworks have been lodged with Highways.

Local government in Essex, Suffolk and Norfolk is expected to be re-organised in 2026/27. City and Borough Councils will be abolished and a structure set up which will create three authorities – one each for the south, middle and north of the area. Each of the three will have its own Chief Executive and there will be a Mayor for Essex who will have control of the Local Plan.
