  1. Playgrounds and Playing Fields are both in good order with outstanding jobs being addressed. Peldon Jubilee tree has now been planted near the village sign and thanks go to Liz and Robert for that. Salcott one is in hand and will be planted shortly.
  2. Precept/Grant 2023/24 – after carefully consideration of future budget, this year’s expenses, price increases, etc it was proposed, seconded and agreed by all to increase the parish council precept by 10% (£1,478) giving a total of £16,258 for the year to enable services and projects to be addressed as and when required in all the villages.
  3. Road Gritting – with a view that further commitment from ECC is not an option,a reminder to all residents that there are salt/grit boxes in various locations for spreading the contents on icy patches on the pavements and highways when required. Refilling of the boxes can be arranged with Phil Gladwin for collection from his farm where we hold a supply.
  4. Website update – it was agreed that we should ask our service provider to update the website as he sees fit for our needs but ask about extra costs if any.

City Councillor Report: No garden waste will be collected until after Christmas. Devolution is being discussed which includes the option of a mayor for the whole of Essex. Elections every 4 years is being considered but this coincides with discussions on possible boundary changes.

Colchester takes action against Anti-social Vehicle Use

Anti-social vehicle use is targeted by Public Space Protection Order

Map showing area in which Anti-social vehicle use will be targeted

Following a period of consultation Colchester Borough Council has introduced a Public Space Protection Order to target anti-social vehicle use. The order came into effect on 30th September and will remain in place for three years.

Specifically, within the area shown on the map, the council prohibits:

  1. Engaging in, promoting, encouraging, or assisting in the carrying out of any activity connected to the use of a motor vehicle, inclusive of motorbikes on a public highway, public car park or any other land to which the public has access in the Colchester Borough Council district area (Restricted Area) and which causes or is likely to cause harassment, alarm, or distress.
  2. Congregating or loitering as part of a group surrounding or within one or more stationary vehicles at any time where such activity causes noise, exhaust fumes, harassment, alarm, or distress
  3. Causing or permitting excessive amplified music or vehicular noise, and/or excessive emissions of exhaust fumes where such activity causes harassment, alarm, or distress
  4. Using a skateboard, pedal cycle, which includes a power assisted pedal cycle, or a pedal cycle in combination with a trailer, constructed or adapted for carrying one or more passengers, scooter, skates or any other self-propelled wheeled vehicle in such a manner as to cause damage to property or that causes or is likely to cause intimidation, harassment, alarm, distress, nuisance or annoyance to any person.

The Annual Parish Assembly

Everyone was welcomed to the meeting and no-one chose to speak at this time.

Annual Council Meeting (AGM)

Election of Officers: Phil proposed, Clare seconded and all agreed for Jinny to take the chair for this coming year, Phil proposed,Jinny seconded and all agreed for Liz tobe vice-chair, it was agreed unanimously for the clerk to continue as Responsible Financial Officer. Declaration of Acceptance of Office forms were duly signed.Robert was welcomed in joining the parish council and thanks wereexpressed to Wendy Ritherdon and Robert Kean for their brilliant contributions to the parish council and the community. Advertisements are displayed to fill the parish councillor vacancy in Salcott.

Parish Council’s Annual Report: Was circulated and will be on the website, the noticeboards and magazines.

Annual Report 2021-22

Parish Council Report for year 2021 -2022

We began 2021 as we ended 2020 holding our meetings online. When it was no longer permissible to have our meetings online we returned to our regular venues and a near-normal schedule of meetings, missing only one when we felt the Covid rates were too high for it to be safe. We noted that members of the public who had been keen to join us online did not come to the face-to-face meetings. As we said last year, the convenience of joining in from the comfort of one’s own home should not be under-estimated, especially on a cold winter’s night.

Borough Councillor Report: The new CBC Executive, Pam Donnelly, is now in office. From 15th April cars will not be allowed to drive along the High Street but buses and taxis will and M & S is moving to Tollgate.

  1. Playgrounds and Playing Fields are in good order. Benches have been ordered for both sites. Slabs will be installed for the picnic table on Moss Hay. Funding for gym equipment for older children and adults for both Salcott and Peldon is being applied for. The increase in grass cutting cost at Salcott was discussed and agreed by all to accept and continue with the present contractor. Three Jubilee trees have been ordered for the villages and sites for planting have been agreed, plaques etc will be looked into.
  2. Forthcoming Elections – the appropriate number seats of parish councillors for each village have been filled with the exception of one vacancy at Salcott which will be advertised accordingly. The chair and vice-chair positions were discussed for the next year commencing at this coming May meeting.
  3. Bus shelters – Refurbishment of Mill Lane bus shelter has begun. The insurance claim for storm damage to the Great and Little Wigborough bus shelter roofs has been accepted by our insurance company, so repairs will follow shortly.
  4. Jubilee Celebrations –there has been a very good uptake for the parish council’s offer of Jubilee commemorative mugs for all the children in our villages which will be distributed at village events over the Jubilee weekend. We are discussing having a much-delayed Grand Opening for the new playground on Moss Hay in conjunction with events for the Jubilee celebrations.
  5. Salcott Book Box – Slabs have been installed at Salcott Book Box for easy access from the pavement and the box is in full working order.
  6. Annual Report – was discussed for items suitable for inclusion.
  7. Clerk’s salary – Phil proposed, Clare seconded and all agreed for the clerk’s salary to increase by £25 per month from April 2022.
