Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 10th February 2015

Present: John Walker, Phil Gladwin, Lynne Simmons, Jinny Gale, Bob Holmes, Nicky Ellis, Netty Knill-Jones, Rob Surface, Kevin Bentley and 7 members of the public

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Wardens Report – no report sent but we know they are happy to organise litter picking sessions with local communities if requested.

Borough and County Councillors: ECC is not increasing their portion of the council tax,  CBC is meeting soon to make a decision for their part but it is expected to be frozen also, although the Police are making a small increase. ECC spend a large percentage of their funds on services, followed by road design and flood defences.  There will be more children of school attendance age in 2017 therefore preparation is now taking place to meet that need.

Our local highways matters, missing signs, loose manhole cover etc. are being chased up.

Public-Have Your Say: Concern was expressed about some trees being cut down in Peldon which will be looked into.

There has been some aggressive doorstep selling and the Parish Council would urge people to report any concerns they have with regard to this to the Police on 101.

It was noted that during a time when the road was flooded in Salcott the creek was at a low level suggesting that a culvert was blocked which will be investigated.

Tree work on the Peldon Village Hall site will be taking place in readiness for building the new hall as CBC planning stipulate.

1.   Police Messaging, Posters and Emails: Various advisory bodies will be contacted to ask their opinion on and how other parish councils deal with the huge amount of information we receive via email requesting it to be passed on to the general public including printing and displaying posters on their behalf.

2.   Quotations: Our Standing Orders with regard to dealing with quotations for work we require will be followed more rigorously in the future.

3.   Request for bin at Salcott crossroads was discussed but it was agreed that as bins and the emptying of are expensive and also sometimes a bin can cause more loose rubbish around that the parish council could not justify this expenditure. Being community minded some of us pick up local areas of rubbish on a regular basis.

4.   Playgrounds and Playing Fields: The rubber clippings at Peldon are now in place and hedge and ditch work will follow soon.  Rob will take over from Charles to oversee the fields and playgrounds maintenance reports and subsequent work. We thanked Charles for the good work he had done for the Parish Council particularly with the fields and playgrounds and engaging with the Community Team very positively who have been carrying out various work for us at Peldon.

5.   Abberton Reservoir Rights of Way drop-in event at Peldon Village Hall was well attended with many questionnaires having been completed. The next footpath meeting in March will be looking at these for considering any possibilities of providing the public with some of their requests.

6.   Broadband: We have received reports from some of the people who have benefited from this scheme who are delighted with their new broadband speed.

7.   Actions and Reminders List – updated and to include that we are advised by CBC that empty sand bags can be obtained from Kent Blaxills and the parish council holds a limited amount of sand for filling.

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Wardens Report: They continue to help in prosecuting fly tipping and dog fouling culprits and welcome assistance with any evidence. They will fix our village sign that has a post adrift and the ditch by the brick bus shelter in Peldon.

County Councillor Report: Received and distributed covering cabinet member changes, government funding reductions for ECC, highways matters, etc.

Borough Councillors Reports: We are encouraged to write to the appropriate CBC Officer to express our disapproval for the proposal for West Mersea to close all but one of their public toilets.

CBC are still looking for further sites for develops with new housing etc, many have already been put forward and further sites can be added for consideration.

Funding for a speed survey at Peldon has been applied for to be considered at the next LHP meeting in February and following that consultation with the villagers for a speed reduction method,  possibly a VAS sign, could be considered which Highways would position if and where it thought appropriate.

Local matters such as missing signage, pot holes and drains were updated.

Public-Have Your Say: More Police enforcement for speeding was requested for Peldon which will be followed up. Ditches and grips at Pete Tye Common have caused a problem. In Peldon Moss Hay footpath hedge clippings need clearing from the ditch and Butchers View footpath needs attention and the land owner will be written to. The remaining rubber chippings left on Moss Hay was questioned but will be put in place when the community team can use the facilities in the village hall again after the pantomime is finished and weather permitting.

Declarations of Interest – Lynne for item 7.

1.    Jan Hawkins, from Community Agents Essex gave a presentation on her role explaining that the team consists of 36 covering all of Essex and is funded by ECC Health and Social Care. The main aim is to help anybody that needs it, generally older people, at no cost to them, to be safe, happy and well enabling them, wherever possible, to stay in their own home, therefore giving support for independent living. The parish council will assist in helping them to spread word of their services. 2.    Precept 2015/2016 – a comprehensive report was given of our financial situation and owing to a small amount of expenditure over income this last year due to unavoidable costs and the grant from CBC being reduced further Phil proposed, Nicky seconded and all agreed to increase our precept by £665 to enable the parish council to continue providing the quality of services that is required. 

3.    Chairman and Vice-Chairman – following Charles leaving Lynne is willing to take over the role of chair and Nicky vice- chair. CBC Electoral Services have been notified of the Peldon councillor vacancy and will issue notices accordingly in due course.

4.    Playgrounds and Playing Fields – at Moss Hay signage for the new equipment has been made and will be erected shortly, the rubber installation is on-going with weather and village hall access permitting, which will be followed by hedge and ditch work.

5.    Speed Reduction Measures – as stated above funding for a survey is being sought.

6.    Review of Village Design Statement and Parish Plan – The list of action points from the VDS which was published in 2012 was discussed for updating taking onto account the changes that have taken place since then in our villages and the revised version of these points will be listed in due course.

7.    Peldon Brick Bus Shelter – two quotations for refurbishing this shelter have been submitted (one to be altered slightly), a third one will be chased up to enable these to be sent to the ECC Passenger Transport Manager so that he can apply for funding at the next LHP meeting.

8.    Clerk’s Salary – Phil proposed, Bob seconded and all agreed to increase the clerk’s salary and the one-off payment in line with the new National Salary Award.

9.    Abberton Reservoir Rights of Way – Leaflets advertising the Have Your Say event in Peldon Village Hall on Wednesday Feb 4th drop-in from 4-6 and 7-9 pm will be printed by the Water Company and distributed to all households by the parish councillors.

10.   Broadband – launch event taking place in Salcott will be late Feb or early March

11.   Actions and Reminders List – updated and to include giving our support to RCCE’s funding campaign, the MP Priti Patel will be written to with photographic evidence with regard to the flooding issues at Salcott and Virley and changes to our signature mandate are being made owing to a change of personnel.

Minutes of the last meeting were agreed by all and signed by the chairman

Police Report – None received other than the weekly report for the whole of Colchester.  The CALC meeting was attended by this and many other disgruntled parish councils where there was a police representative to explain the reasons for withdrawal of attending parish council meetings which, they say, is mainly due to funding cuts and they informed of the new-format meetings held every 8 weeks in 5 various locations around Colchester for the public to attend and express their concerns. Attendance numbers to these meetings will be monitored to establish their worth.

Zone Wardens Reports – None received

Borough and County Councillors – The drain cover has been fixed and the ‘No Through Road’ sign is scheduled for repositioning both at Salcott crossroads, and the missing village sign approaching Salcott from D’Arcy has been identified at last and will be reinstated in due course.

A bad patch of repair work along Mersea Road in Peldon will be reported for improvements.  Other ditch and hedge matters in Peldon and a hedge in Great Wigborough were discussed and further action will be taken.

Certain enforcement issues in all the villages will be followed up.

Public-Have Your Say – Enquiries were made for any update on the investigation of speed reduction methods for Lower Road, Peldon which will be followed up.  The rubber strips for monitoring speed were suggested as a start to establish the severity of the problem.

Declarations of Interest – None 

1.   Playgrounds and Playing Fields – at Peldon the old bark is in the process of being removed for us by the Community Team in preparation for the rubber to be installed and the signs for the new equipment are being made. We have now taken delivery of new flat swing seats which will be fitted shortly; also further hedge and ditch work will be addressed. At Salcott the new baby swing seat has been fitted and the deteriorating condition of the basketball pad has been noted for probable repair work in the spring/summer. 

2.   Peldon Hall Houses Hedge – a site visit had taken place and more questions arose as to how this should be tackled so a site meeting will be arranged with Peldon councillors for possible solutions and residents will be invited to attend. 

3.   Peldon Bus Stops/Shelter/Curbs – a site meeting with ECC Passenger Transportation Officer had taken place and he took on board all our suggestions and requirements to make these bus stops more user-friendly and it is thought that funding will be available. A specification will be drawn up for improvements needed to the brick built shelter to put the work out for tender. Suggested lighting at the bus stops was not thought to be appropriate in this rural village.   

4.   Abberton Reservoir Rights of Way – a consultation event will take place in Peldon Village Hall on Wednesday 4th February 2015 for two drop-in sessions 4 – 6 pm and 7 – 9 pm for a short presentation, fill in a questionnaire and ask any questions, refreshments will be provided. 

5.   Broadband – Salcott launch event will now be in the spring as winter months are possibly not suitable for some residents.

6.   Actions and Reminders List – updated including that Salcott telephone box is now added to the parish council insurance policy for a replacement value of £2,000 at a cost of £21.78 per annum.

Police Report – received covering all Colchester

Zone Wardens Report – none received

Public-Have Your Say – Speeding along Lower Road in Peldon was discussed further and statistics have been collected emphasising this matter. The speed camera has been in operation but although this may deter some drivers it does not entirely solve the problem.

Borough and County Councillors: ECC will be approached to ask what options are available in an attempt to reducing the speeding in Peldon (as above).  Salcott issues regarding signs are being addressed and further missing signs in Great Wigborough will be chased up plus the request to remove a brown sign as it not relevant any longer. A ditch along Maldon Road where vehicles can drop into easily will be reported for assessing for possible solutions and likewise a section of Mersea Road in Peldon.  We are encouraged to have our say for the second consultation on the draft recommendations for the Electoral Boundaries.  We will repeat our request that all the villages of Winstred Hundred are in the same ward and not split as they are now.

2.   Playgrounds and Playing Fields – are in good order and the Community Working Group has been approached requesting them to install the rubber surface at Moss Hay playground, hedge trimming work and removal of plastic collars on trees on Pete Tye Common and possibly ditch clearance work. Signage for the new equipment on Moss Hay will be made and erected shortly and we expressed our thanks to Robert Kean for fitting bird prevention wire above the swings.  Phil proposed, Bob seconded and all agreed for Terry to purchase the baby seat and bolts and install at Salcott playground.

3.   Salcott Telephone Box – lighting has been installed enabling the box to be insured which will be done shortly.

4.   Parish Council Thank You Letters – Names were suggested and letters will be sent in due course to those who are greatly appreciated for their voluntary contribution to the community.

5.   Peldon Bus Stops/Shelter/Curbs – following a site meeting Peldon councilors would value a site meeting with the ECC Passenger Transport Manager to explain their concerns and requests for all the bus stops in Peldon which will be arranged if possible.

6.   Abberton Reservoir – the Community Fund is now spent and there will be an open event at Peldon Village Hall in February 2015 for the public to view and discuss the proposed Rights of Way.

7.   Broadband – Salcott launch event is now postponed until mid to late January next year due to other pressing commitments.

Draft Minutes of the meeting of Winstred Hundred Parish Council held at Peldon Village Hall at 7.30pm on Tuesday 14th October 2014

Present: Bob Holmes, Rob Surface, John Walker, Charles Dymond (chair), Phil Gladwin, Nicky Ellis, Netty Knill-Jones, Lynne Simmons, Andrew Ellis, Robert Davidson, Rights of Way Study Project Officer – Yan-Yee Lau and 6 members of the public

Minutes of the last meeting were agreed by all and signed by the chairman

Police Report – None received but we know of several burglaries in Great Wigborough mainly along Maldon Road and mainly from outbuildings.  Following the notification of nonattendance to our meetings in future a letter will be written to the Police Crime Commissioner to express our disappointment at this decision. Any results or convictions of reported crimes were requested and this will be looked into.

Zone Wardens Report – None received but they are always ready to take up appropriate jobs for us where ever they can.

County Councillor – Report received stating that many of the road defects have been repaired and further work is on-going. Essex Means Business is a new campaign set up to promote Colchester in the business arena.

Borough Councillors – will also write to the Police about nonattendance to parish council meetings. Several missing road signs and the dislodged manhole cover at Salcott crossroads will be followed up.  NAP (Neighbourhood Action Panel) meetings are held at West Mersea Town Council offices where the police are currently in attendance and we will endeavour to attend the next one in December.  ECC Highways Panel has money to allocate for highways improvements and we are encouraged to submit ideas for this area. Many power lines are being repaired at present so disruption to certain roads must be expected. We are requested to forward any problem flooding areas as and when they arise.

Public-Have Your Say – Speeding is particularly bad coming from the old garage corner along Lower Road in Peldon and Community Speed Watch will be contacted for using the gun again and more volunteers encouraged to achieve the required training for its use.  A certain footpath was spoken about but this is thought to have been dealt with. Ditch clearance was regarded as necessary along the Church Road and Malting Road vicinities and so CBC will be contacted for possible work or writing to homeowners. The Community Work Party will also be contacted for various jobs in Peldon.  A property owner in Great Wigborough will be contacted to request that they cut back their roadside hedge for safety reasons.

1.   Reviewing Colchester Borough Council Local Plan – Our Village Design Statement and Parish Plan has been reviewed and would seem to be relevant for today.  The questionnaire from CBC on our views re their Local Plan was discussed and the result will be circulated before its return to CBC.

2.   Playgrounds and Playing Fields – reports from both playgrounds have been received. Phil proposed, Charles seconded and all agreed to buy the new flat swings and chains etc as advised in the annual report. Certain jobs, bird wire, signage and rubber installing, on Moss Hay need addressing and unfortunately have been delayed due to the wet weather but will be tackled in due course. The Community Work Party will be requested to carry out several jobs for us on Moss Hay and Pete Tye Common, also the owner of Pete Tye Common will be contacted to request footpath work.  

3.   Salcott Telephone Box – If suitable lighting can be installed in the box by Terry (at little cost) and it can therefore be insured (at little cost) Phil proposed, John seconded and all agreed to a Gentleman’s Agreement in accepting Lynne and Terry’s offer for maintaining the box at their cost until such time as they would like to refrain.   

4.   Wigboroughs Village Hall Management Committee – Charles proposed, Nicky seconded and all agreed for Phil and Jinny to continue as the Parish Council representatives on this committee.  

5.   Abberton Reservoir Rights of Way – Study Project Officer Yan-Yee Lau gave an explanation of her role and plans for future public consultation and ideas were suggested including leaflet drops, questionnaires, magazine entries and events in village halls to address as many requirements for this path as is possible.

6.   Broadband – More households are connecting to superfast broadband. There will be a launch event for Salcott and Virley in Salcott Village Hall on 29th November 2014.

Police and Zone Warden Reports – None received

Borough and County Councillors: Highways issues at Salcott are being addressed. There was a request that signage for the recently closed Birch Tearoom should be taken down which will be followed up.

Declarations of Interest: Lynne for item 3.

1.   Reviewing Colchester Borough Council Local Plan – Laura Chase gave us a very informative and useful presentation and questions were answered. There will be various stages in developing the CBC Local Plan which will be adopted in 2017. Our Village Design Statement and Parish Plan will be reviewed as we had planned but construction of the new Neighbourhood Plan is not considered to be appropriate for us as this is a document to complete when substantial development is required.

2.   Playgrounds and Playing Fields – Salcott is in good order and the playground perimeter fence has been repaired and painted. Peldon is receiving attention with the rubber chippings being placed in the playground in a couple of weeks when equipment and manpower will be available including a work-party yet to be appointed.  Wire to prevent birds landing above the swings is being erected and signage for the new pieces of equipment on the field are being made and will be erected including a plaque from Cory Environmental Trust who has given us a substantial grant for this equipment. More hedge trimming is to take place on Moss Hay when a date can be arranged with the volunteer group.  

3.   Salcott Telephone Box – Following more discussions it was agreed to make further enquiries about lighting and insurance but keeping an open mind as to our final decision as to the future of the box. 

4.   Email Protocol – It was agreed to add to our email protocol list of dos and don’ts that the emails requiring an answer should be done so within 48 hours, with holidays or illness etc. taken into account.  

5.   Salcott Trees – Phil proposed, Nicky seconded and all agreed for the lowest of three quotes to be accepted for trimming the trees alongside the playground and adjacent property.  All three professional contractors gave a verbal opinion that the Chestnut trees along the road edge did not need immediate attention at this time but of course they will be monitored periodically. 

6.   Abberton Reservoir Community Fund, Rights of Way Meeting – a prepared map, etc for the footpath was distributed to all and Phil proposed, Charles seconded and all agree to adopt John’s carefully considered plans. The parish council gave Phil a mandate to take to the Community Fund meeting to agree that the remaining funds are allocated to Layer de la Haye Church for improvements and that any money not spent at the at the end of the given time should be allocated to the church up to the amount they have requested.

Police and Zone Wardens reports: None received

County Councillor report was circulated including costings for highways matters and the poor grass cutting and broken drain at the Salcott crossroads are being investigated.

Borough Councillor: Police and Animal Control have been involved in the matter of the nuisance dogs in Mill Lane. Parking on the corner of The Street and Mill Lane, obscuring the site line and often on the pavement, is being monitored and reported to the Police for further investigation. The proposed Solar Park agents are now in correspondence with Maldon DC having moved their favourable site slightly and we will be kept informed of further developments. There will be more houses built in the Colchester area each year for the foreseeable future.  Loose stones from the road surfacing are a problem but have been cleared in some areas.

Public-Have Your Say: The dogs and parking were the issues of importance.

1.    Playgrounds and Playing Fields – having inspected on site the surrounding fence of the Salcott play area it was decided that the repairs should consist of an insertion of gravel boards and the fence painted.  When a quote has been produced and received via email that all the parish councillors give the go ahead to Phil proposed, Jinny seconded and all agreed for this to be carried out reasonably soon, bearing in mind that we do not have an August meeting.   CBC Arboricultural Officer will be contacted for professional advice on the condition of the trees bounding the road edge of Salcott meadow and therefore work, if any, that needs doing to them to.  At Moss Hay, Peldon the new rubber surfacing for the play area has been delivered and the two new pieces of equipment have been installed. Signs will be made and fitted to advise suitability of age and a request for responsible usage for the new equipment and a maintenance programme will be produced.  Charles proposed, Phil seconded and all agreed for the overhang on Moss Hay to be cut back by a local worker at a cost of £160. A kind offer will be accepted for a solution to reduce the bird droppings on the swings. 

2.    LGBC Warding – Colchester Electoral Review – It was agreed that the parish council should suggest a change of the present boundaries to include all our villages in the same ward as opposed to two different ones as it is now. 

3.    Our Standing Orders and Code of Conduct – updates are being considered

4.    Pete Tye Common Footpaths – the land owner will be contacted to request clearance of the public footpaths 

5.    Salcott Telephone Box – the authority to sign the agreement on behalf of the parish council before the next meeting was delegated to the clerk if an agreement satisfactory to both parties could be reached quickly. 

6.    Broadband Update – it is suggested that Great Wigborough will be up and running in the near future

7.    Pensions – LGPS – Employer Discretions – further investigation will take place but it would appear this is not applicable to us

8.    Transportation Meeting Report – was attended but the majority of the concerns were about matters in Colchester

9.    CALC Meeting – 4th September 2014 – will be attended if someone is available

The Annual Parish Assembly

MP Report: A report from Priti Patel MP was circulated.

Zone Wardens or Police Report: None received

Chairman’s report: A summary of the report was read giving thanks to many and stating our achievements throughout the year, particularly the broadband project and new grant funded play equipment at Peldon.  Numerous planning applications have been considered and commented on and many meetings of other groups and bodies have been attended. The team have continually reported on various highways issues including flooding potholes, speeding etc, keeping our residents informed and dealing with any queries they have had on any matter. The report will be on our website in its entirety.

Public: Concern was expressed that a hedge should remain in place where the new houses are being built in Peldon. Also it was confirmed that there will be only one entrance to the houses from Lower Road. A complaint raised about inconsiderate garden fires in Church Road will be followed up with CBC Environmental Team. Overhang on a footpath in Peldon will also be dealt with. Concern was expressed about the overgrown verges particularly at junctions which is being chased up for a date when these will be trimmed back.

Parish Council AGM

Phil proposed, Jinny seconded and all agreed for Charles to be chairman for the next two years, he then took the chair for the remainder of the meeting and gave thanks and appreciation to Nicky for her term as chair and hoped he could follow her excellent example.

Nicky proposed, Netty seconded and all agreed for Lynne to be vice-chairman for the next two years.

Jinny proposed, Phil seconded and all agreed for the clerk to continue as Financial and Responsible Officer.

Phil proposed, Jinny seconded and all agreed for John Walker to be co-opted on to the parish council for Salcott.

Rob and Bob were both welcomed on to the parish council and thanks were given to Jane and Andy for their terms of office.

All Declaration of Acceptance of Office forms were duly completed and Notice of Registerable Interests forms given out.

Borough Councillors: Having lost an appeal the storage of items on land adjacent to Rowses Farm is to be removed immediately or if not removed it is hoped for a prosecution. The agents for the proposed solar park are now considering a slightly different location site. Potholes and repairs are steadily being done with an increased number of work gangs with priority routes completed first followed by smaller ones. Jet patching is used sometimes with generally good results. A section of the B1022 will be closed for 5 weeks due to repairing of collapsed drains, and traffic will be diverted accordingly.

1.   Playgrounds and Playing Fields – repairs needed at the Salcott playground have now been completed. The Peldon site will be brought up to date shortly including addressing problems of bird droppings on the swing seats and weeds.  Phil proposed, Bob seconded and all agreed to add £200 from parish council funds to the grant we have secured for the rubber chippings for the Peldon playground surface.

2.   Email protocol – our list of dos and don’ts when emailing was agreed to be current and still appropriate.  

3.   Our Standing Orders and Code of Conduct – an updated version will be circulated in due course. 

4.   Horse riding on Pete Tye Common – following complaints about horse riders making deep  ruts along the footpaths a discussion followed and it was agreed that walkers and horse riders have used this common successfully together for many years therefore a suggestion of strimming a wider footpath was thought to be a good plan of action at this time. 

5.   Salcott Telephone Box – the offer from Mr and Mrs Simmons to maintain the phone box was accepted and a formal agreement will be drawn up.

7.   Broadband – The Wigboroughs should be up and running by the end of July and there will be a launch event for Salcott and Layer Breton in September. 

8.   Local Government Boundary Commission – Colchester Electoral Review www.lgbce.org.uk asks for ideas and suggestions supported by logical reasoning for boundary changes, the website has an interactive map for use. This consultation period ends on 4th August 2014.

Present: Netty Knill-Jones, Lynne Simmons, Phil Gladwin, Nicky Ellis (chair), Jinny Gale, Terry Sutton, Robert Davidson, Andrew Ellis, Police officer and 7 public members

Police Report: There had been several unlawful entries to various sheds and outbuildings and a house in Great Wigborough and Peldon where items have been stolen.  The doors from a Land Rover had been stolen and there were a couple of road traffic accidents but no serious injuries. A man has been seen selling from the back of a vehicle and a parking issue at the junction of Mill Lane and The Street in Salcott has been monitored and noted for further action.

Zone Warden Report: The culprit of fly tipping in School Lane has now been prosecuted and given a six month conditional discharge and ordered to pay costs. The Wardens will continue to focus on fly tipping, dog fouling and other unsociable activities.

Borough Councillors: Black sack delivery has been delayed until the end of the month. The agents for the Solar Park project have asked for a formal view from the CBC Policy Team. There is now a new round of Community Initiative Funding available. There are 2 allotments available for rent at Abberton and Langenhoe, enquiries to the clerk.

The Parish Council wished Terry Sutton well in his retirement and thanked him for always being available to assist us in any way he could. He expressed his enjoyment at working in rural villages.

County Councillor: Essex Highways are working their way through repairs and resurfacing of the major highways and the minor routes will follow. Road signs at Salcott crossroads will be adjusted for clarification and a damaged manhole cover at the crossroads will be dealt with.  Rodney Bass (Portfolio Holder for Highways and Transportation) will be holding surgeries at Essex County Hall for anyone to attend.

Public-Have Your Say: There has been horse riding on Pete Tye Common spoiling the footpaths, this will be investigated further. There has been a dog, sometimes two, chained to a tree in a front garden in all weathers at Mill Lane, Virley which will be reported to the appropriate authorities. Cutting of the verges was mentioned as was the army helicopter manoeuvres; unfortunately both are beyond our control.

1.    Churchyards Upkeep Donations – Phil proposed, Jinny seconded and all agreed to donate the same amount as usual (£200 per churchyard) to help with the upkeep of the churchyards in all our villages  

2.    Playgrounds and Playing Fields – following the Annual Inspection the fence posts at Salcott will be investigated for quotes for various materials which we can discuss on site at our July meeting.  Other necessary work will carried out soon.  The new equipment is due to be installed on Moss Hay shortly which may cause a slight disruption. Quotes for rubber chippings for the Peldon play area are being sought. We have been given S106 money to fund both these projects.  The Parish Council understands that Liz Davidson very kindly cut the grass on Moss Hay all last year and is continuing to do it this year for which we expressed our thanks.

3.    Website disc space – in the future we may need more website disc space and so Phil proposed, Jinny seconded and all agreed for an extra £20 to be available to our website operator for when he feels it necessary.  

4.    Finances for the year – Phil proposed, Jinny seconded and all agreed to approve our finances for the last year. The End of Year Return for the external auditor was duly completed by the chairman and our thanks where expressed to Steve Copeland for carrying out the internal audit for us again and without cost.

Police Report: There were several incidents this last month including theft from a vehicle, a trailer theft, a car accident and a burglary in Colchester Road, Great Wigborough. Please report anyone looking suspicious at the time and also be vigilant and lock up securely when going out.

Zone Wardens Report: They are prosecuting culprits of dog fouling from other local areas and will from our villages if caught.  Missing road signs will be reported again.

Borough Councillors: Simon High, CBC Highways and Drainage Technician, has made another site visit to Salcott to assess the situation where a pipe has been installed to help alleviate the potential flooding problems.

CBC Conservation Team has been consulted with regard to the proposed Solar Park.

S106 monies available for Salcott from developments have been allocated to the village hall for improvements to the kitchen area.

County Councillor: More money has been allocated for flooding issues, attention to Barnhall Road is being brought up and potholes are being attended to more vigorously. Minerals and Waste Plans are receiving attention. The Police and Crime Panel will not receive increased funding so PCSOs will be relied on. Missing finger posts and white lines will be chased up.

Public-Have Your Say: The superfast broadband has been installed in a house in Great Wigborough and the residents expressed their thanks to the Parish Council which will be passed on to John for his major part in organising the project. However, the installation had not been as smooth as they would have liked and a Peldon resident who has also subscribed to the new system mentioned that his broadband speed was quite variable at times. See below in the broadband report (Item 2).

Jinny was also thanked for her brilliant parish council email service informing residents of certain matters of interest.

The ditch along Maldon Road, Great Wigborough has recently been dug out and it was noted that this is an extremely poor job with regard to natural flow of water.

It was mentioned that there had been inaccuracies on the Solar Park with correspondence on the proposed application with regard to the positioning of the actual solar panels.

1. Parish Councillor Vacancies – we have one for Virley and one for Peldon for which we have received interest; although anyone can apply for any of the wards (Peldon, Gt & Lt Wig, Salcott and Virley).  In May Charles will be chairman and Lynne the vice chairman for a two year period.
2. Broadband update – John sent a report that was read out on how the project is progressing with more CAPs being installed and customers signing up. There have been a few network problems which the engineers are busily trying to sort out.
3. Playgrounds and Playing Fields – the annual inspection will take place in the next week or so. There are a couple of minor matters on the Salcott equipment that will be addressed shortly.

4. Peldon Garage Site Houses – the Parish Council will write to CBC Planning Dept. to express our dissatisfaction about the height of the houses which we did mention when we were first consulted and also an apology for any errors made would not go amiss.

5. Abberton Reservoir Community Fund, Rights of Way Meeting – the reservoir work is now finished and the water level is at 19 metres and will be increased to 20.3 metres next year; monitors are in place to look at bunds and money allocated for education is yet to be decided.  The footpath is a major project that required a qualified manager to see it through; this position is yet to be filled.  The Community Fund is all but spent with the last few projects getting the go-ahead.
