Draft minutes of the meeting of Winstred Hundred Parish Council held at St Stephen’s Church, Great Wigborough on Tuesday 11th June 2024 at 7.30pm

Present: Phil Gladwin, Clare Lauwerys, Liz Davidson (chair), Catherine Sprott, Netty Knill Jones, Roger Pittock, City Cllr Martin Parsons, County and City Cllr Kevin Bentley

The minutes of May 2024 meeting were agreed by all and signed by the chairman

City Councillor Report: the clear refuse bags will be delivered to all households in July. Owing to the forthcoming general election other matters have taken a side step.

County Cllr Report: Pot holes and other road repairs are gradually getting done but the weather is not helping. Various funds are up for grabs for suitable projects.

Speed improvement measures are in the pipeline but take time to be implemented with certain legalities to be considered.

  1. Playgrounds and Playing Fields are in good order. The Community Group contract paperwork is being dealt with and they will resume work when they have their supervisory staffing levels back to normal.
  2. Website – next month for an update owing to absence
  3. Colchester City Council Local Plan – the visit from the Local Plan team, which including a drive-round our villages, was considered to be beneficial as we were able to point out various issues, on-going enforcement matters and other points of interest, such as our narrow roads, lack of facilities etc that the officers would not necessarily otherwise know about in any detail.  
  4. Communications/Facebook – next month
  5. New Financial Regulations – were discuss and changes appropriate to our requirements were agreed. The document is now ready for the website. Thanks to Clare for her work on this.
  6. Himalayan Balsam on Salcott Creek – thanks were expressed to the local volunteers who carried out some strimming. Clearance of this invasive weed is the responsibility of the Environmental Agency who have assured up that the contract works to pull this all up will take place shortly. Thanks were expressed to a Salcott resident for her persistence in following this up with EA. Thanks were also expressed to the good natured local who carried out strimming at the Salcott crossroads. This is the responsibility of ECC but it is growing very quickly this year owing to the weather making visibility very difficult but hopefully will be addressed in due course by ECC.

The Parish Council would like to request that property owners cut back their roadside hedges. Visibility is poor in many places at present causing road safety issues.

Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall on Tuesday 11th April 2023 at 7.30pm

Present: Roger Pittock, John Walker, Robert Davidson, Jinny Gale (chair), Phil Gladwin, Catherine Sprott, Netty Knill Jones, Kevin Bentley

The minutes of the meeting held on 14th March 2023 were confirmed and agreed by all and signed by the chairman

County Councillor Report: ECC is readjusting the migrant living accommodation and locations in Essex. The Traffic Review meeting is being arranged for parish councillors and ECC officers. Getting outside contractors for addressing road sign issues is being considered.

City Councillor Report: CCC is withdrawing certain services following the budget having been agreed. Charging for garden waste collection will begin in January 2024 and quarterly large freight collection will no longer exist, but white goods can still be collected from properties with a charge.

  1. Playgrounds and Playing Fields – both fields and playgrounds are in good order and it is hoped for Salcott meadow to dry out enough soon for cutting.
  2. Website – ideas for design and layout, with cost in mind, are being looked into with our website manager.
  3. Affordable Rural Housing – we had previously agreed for RCCE to carry out the survey for us to establish if there is any need for social housing in our villages and the RCCE Enabling Officer will be coming to our next meeting to explain the process.
  4. Transport Meeting – a councillor attended the recent meeting and made the case that the bus services to Peldon are inadequate for youngsters attending schools in Colchester.
  5. Actions and reminder List – updated and to add that Anglian Water have met with parish councillors today to explain their visit to Peldon for a waste water management study which involves visiting most properties.

County Councillor Report: Discussion on reports and possible future projects for the road from Salcott to Peldon including the Feasibility Report we received in July last year, our response to it and the latest improvement plan, only just received, from the Local Highway Panel.  Also, the latest disruption from the burst water main and how traffic management has been handled. Fallen finger posts will be chased up for reinstalling.

Rural Housing Enabler

Rural Community Council of Essex (RCCE) is a leading charity working in Essex for over 85 years. We provide assistance to people and communities throughout rural Essex to build a sustainable future.

RCCE is looking for a new Rural Housing Enabler to help rural communities in Essex provide the housing they need.

You will promote and advise on affordable rural housing, working with parish councils, registered providers and local authorities to achieve this. You will attend community events, deliver presentations at parish council meetings and undertake housing needs surveys.

You will also have the opportunity to work on other community engagement projects that include wider housing and development priorities or needs.

You will be a confident communicator, able to prioritise and problem solve and be enthusiastic about rural communities, especially in terms of affordable housing. This role will require flexibility, as it involves some out of hours working. We are particularly interested in hearing from applicants that have experience of affordable rural housing or planning/development.

Affordable Housing Review

The Housing Needs Survey report published after surveys and interviews in September 2010 is now available to read by clicking the link above. This report was prepared by the Rural Community Council of Essex (RCCE) following several discussions with Winstred Hundred Parish Council and surveys in each of the three communities within the Parish.  Parish Councillors have no access to the information contained on individual survey questionnaires.

A closed workshop will take place towards the end of March 2011 to give Councillors an opportunity to explore together the mass of data contained in the report and to decide whether they feel the recommendations made by RCCE are valid conclusions based on that data.

Unless the workshop throws up unforeseen problems the subject of Affordable Housing will be on the Agenda for the Parish Council meeting to be held at 19:30 on 12th April 2011 in Salcott Village Hall.   Following our usual practice there will be an opportunity then for members of the public to ask questions and comment.  The Council will then decide whether to support in principle the recommendations of the report.
