Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 10th January 2017.
Present: Robert Kean, Jinny Gale, Phil Gladwin, John Walker, Netty Knill-Jones, Lynne Simmons, Jackie Maclean, Zone Warden.
Apologies for absence: Liz Davidson, Bob Holmes, Nicky Ellis, Kevin Bentley.
Minutes of the last meeting were agreed by all and signed by the chairman
Zone Warden Report: The fly tipped asbestos has been removed. Prosecutions for fly tipping are ongoing. A volunteer Litter Warrior is required for Salcott, see below; there are already 70 in operation for Zone 1 area of Colchester. There is to be a big Spring Clean the first weekend of March, or either weekend before and after, details below. The collection of 3 black sacks per fortnight from each household will begin in June. Compost is being dumped at regular intervals in the Wigborough area.
Borough Councillor Report: The new rota drawn up means we will see alternate Borough Councillors (there are 3) from the Marks Tey and Layer ward at our meetings. Enquiries will be made with regard to the rules of spending the Locality Budget funds on the Wigboroughs Village Hall project to assist in the completion process.

- Playgrounds and Playing Fields – all in good order.
- Precept/Grant 2017/2018 – with detailed budget and accounts produced and discussed Phil proposed, John seconded and all agreed to increase out precept by £200 and including the reduction of CBC grant by £112, the charge to a band D council tax payer will be an increase of 28 pence (1.1%) to £25.43.
- VAS positioning – having received the results from the speed survey carried out by ECC Highways in Mersea Road, Peldon the figures suggest there is a problem in both directions. We now have the offer of a VAS and its positioning is yet to be decided. Residents near any potential site will be informed.
- Locality Budget – suggestion above will be looked into and nothing further was submitted.
- Footpath 13 – unfortunately ECC has ceased work on this footpath and is seeking further funding for the materials
- Winstred Eye – is up and running and can be joined by looking in Groups for Winstred Eye on Facebook and following instructions for joining. It is in addition to all other communication methods for our villages.

Spring Clean
There is to be a country-wide Spring Clean on the weekend of March 4th and 5th, all volunteers are welcome to join in and equipment will be provided. Please contact the clerk on 01206 735367 or CBC Zone Wardens.
A volunteer litter warrior is required for Salcott, all equipment and guidance provided contacts as above.
