Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall, Church Road, Peldon at 7.30pm on Tuesday 10th October 2017.

Present: Nicky Ellis, John Walker, Bob Holmes, Robert Kean, Phil Gladwin (chair), Jinny Gale, Liz Davidson, Lynne Simmons, Netty Knill-Jones, Andrew Ellis, Robert Davidson and two members of the public

Apologies for absence: Zone Warden

Minutes of the last meeting were agreed by all with the addition of apologies from Jinny Gale and signed by the chairman

Zone Warden Report: None given

Borough Councillors Reports: We were welcomed to the new hall and thanks were given to the parish council for the small contribution given towards the new tables. Investigative work is taking place to try and replace the missing Salcott-cum-Virley sign with surplus funds and all the parish councillors were in agreement with this. CBC Draft Local Plan will go before the inspector about now. The importance of the public consultation on the Mobile Libraries Service was expressed and all are encouraged to take part in the survey at libraries.essex.gov.uk

Great Wigborough post box was discussed as owing to the old village hall being out of use the box has been sealed up and a new site is needed. We will ask to preserve the old post box if at all possible.

  1. Playgrounds and Playing Fields are in good order apart from Moss Hay is once again suffering from dog fouling which is an extremely unpleasant and unsociable practice and can cause blindness in young children; a fine can and will be issued if the culprits are identified. Spray paint may be used in order to show up the areas.
    The Community Workers, organized by John, have again been carrying out brilliant work for us. A leaning tree on Moss Hay will be dealt with in due course. Sam Jones was thanked for voluntarily trimming up Salcott meadow hedge.
  2. Website – suitable updating is still being considered.
  3. Defibrillator Session – at the new Peldon and Wigboroughs Community Hall went very well with really good attendance; a donation to the First Responders who voluntarily carried out this session and the one at Salcott was discussed, Nicky proposed, John seconded and all agree to a contribution of £100.
  4. Pond in Church Road, Peldon – nothing to report
  5. Quarterly Financial Report was circulated showing the finances as in a stable and predictable condition
  6. Actions and Reminder List – updated including that the VAS has been checked by the ECC Engineer and is considered to be working properly, also the overgrown footpath along from the brick bus shelter has been reported to ECC and will be receiving some clearance work from them in due course.

Planning Applications:

172541 Proposal: New outbuilding to provide tractor/cow shed and demolition of 2 existing outbuildings. Resubmission of planning application 130150 at Willow Creek Farm, Colchester Road, Virley – the parish council has no objections

Planning Decisions:

171596 Proposal: To demolish the existing damaged softwood pergola attached to the property and erect an oak pergola in this area sitting slightly away from the house at Harvey’s Farm, Wigborough Road, Peldon – Approve conditional
