Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough at 7.30pm on Tuesday 12th December 2017.

Present: Robert Kean, Nicky Ellis, Phil Gladwin (chair), Lynne Simmons, John Walker, Netty Knill-Jones and 2 members of the public

Apologies for absence: Bob Holmes, Liz Davidson, Jinny Gale, Robert Davidson, Andrew Ellis, Kevin Bentley, Zone Warden

Minutes of the last meeting were agreed by all and signed by the chairman

County and Borough Councillor Reports: None given

Public-Have Your Say: Blocked drains from resurfacing material in Salcott Street are proving a problem and will be reported for action again. An unroadworthy vehicle parked/dumped in Mill Lane will be reported again.

  1. Playgrounds and Playing Fields are in good order. The maintenance check list for play items etc will be modified to suit our needs more appropriately having consulted the CBC officer for parks and playgrounds and our insurance company. The Community Working Group have carried out some further excellent work for us at materials cost only but have been slightly disruptive with church and hall use but on balance everyone, including the parish council, is happy for them to continue their good work with security being addressed and some minor rules being adhered to.
  2. Website improvement suggestions were discussed and possibly the main point was that it should be mobile phone accessible. Individual village naming was also felt important as some people do not know the group title of Winstred Hundred. Netty showed an interest in taking on various parts of updating the website and John will talk to someone for direction who is known to some of us as being very well up in the IT world. 
  3. Precept/Grant for 2018/19 was discussed briefly taking note of the reduction by £60 of the Revenue and LCTS grants from Colchester Borough Council. The decision of our requirements will take place at the January meeting having considered thoroughly our financial state of affairs.
