Draft minutes of the meeting of Winstred Hundred Parish Council held via Zoom on Tuesday 14th July 2020 at 7.30pm.

Present: Clare Lauwerys (chair), Netty Knill-Jones, Jinny Gale, Phil Gladwin, Robert Kean, Liz Davidson, Robert Davidson, Kevin Bentley

Minutes of the last meeting: Were agreed by all and will be signed by the chairman at a later date

County Councillor Report was previously circulated including plans to make Colchester Town Centre streets safer, greener and healthier. Speeding is a huge problem all over the county with the network being back to approximately 82% of the volume it was prior to Covid-19. The police are carrying out speed checks throughout the county, and one took place at Great Wigborough last week. They are also setting about addressing the increasing problem of Layer Road at the reservoir being used as a race track, a public meeting with Layer de la Haye may be organised.

Measures to improve this main road through our villages are being considered including improved signage and the possibility of another VAS at Peldon but for this type of road many speed restrictions such as speed bumps are not possible following national ruling.

Borough Councillor Report: The full council will meet this week and the proposal of charging for garden waste will be quashed but reconsidered next May. CBC has lost millions in revenue during this pandemic but the government will cover some of that shortfall. Some pleasure venues will reopen on 23rd July but with many restrictions.

  1. Playgrounds and Playing Fields: both fields are in good order and the grass has been cut regularly. The annual inspection has taken place at the playgrounds and the defects are being addressed. Measures to reopen were discussed at length and with repair work and signage in place this will hopefully be possible in the near future. It will be imperative though, that users follow the guidelines which will be displayed.
  2. Standing Orders and Financial regulations: Clare proposed, Phil seconded and all agreed to adopt these standard documents with the changes made adapting them to our particular requirements. They will shortly be displayed on the website.
  3. Clerk’s salary: had been discussed for an update and Phil proposed, Jinny seconded and all agreed to increase the clerk’s salary to £500 per month starting with immediate effect.
  4. Zebra Crossing on Lower Road, Peldon: this suggestion was discussed but with no acceptable/safe site, limited footfall and the extremely unlikelihood of this being considered by Highways in this village location and on this main through road this will not be pursued further.
  5. Passing Place/Verge at Copt Hall Lane: problems with damage to the verge and ditch is a constant problem to local residents and was discussed for solutions. Highways engineers will be consulted for possible ideas for what can be done.
  6. Actions and reminder List – will be resumed when all work can be carried out

Planning Applications:

201173 Proposal: Change of agricultural field into educational (outdoor) school use. There will be a timber structure (outdoor kitchen) a yurt and 2 composting toilets onsite. Parking will be allocated in an area of existing hard standing at Abbotts Hall Farm, Maldon Road, Great Wigborough – the parish council has no objections to this application
201286 Proposal: Change of use from shops (class A1) financial and professional services (class A2) to restaurants and cafes (class A3) at Rolls farm, Peldon Road, Peldon – parish councils’ comments not returned as yet
201307 Proposal: Replacement existing modern windows with bespoke heritage joinery at Slane Cottage, Mersea Road, Peldon- the parish council has no objections to this application
