Draft minutes of the meeting of Winstred Hundred Parish Council held via Zoom on Tuesday 4th May 2021 at 7.30pm.

Present: Phil Gladwin, Clare Lauwerys (chair), John Walker, Netty Knill Jones, Jinny Gale, Catherine Sprott, Liz Davidson, Kevin Bentley

No organisations or public attended this meeting with reports

Annual Council Meeting (AGM)

Apologies for absence: Wendy Ritherdon, Robert Davidson

Phil proposed, Catherine seconded and all agreed for Clare to continue as Chair, Clare proposed, Netty seconded and all agreed for Jinny to continue as Vice-Chair. Phil proposed, Clare seconded and all agreed for the clerk to continue as Responsible Financial Officer. There were no resignations or co-options.  

Parish Council’s Annual Report was circulated previously and will be published in/on all communication avenues.

Financial Report was circulated and summarised as follows, as there had been no excessive or unexpected spending this year the parish council finances are in good order and with a good reserve enabling a reasonable contribution towards the new playground project at Peldon.

Confirmation of membership to EALC, NALC, CALC, SLCC – it was agreed by all to continue membership of these bodies as they all have advisory and informative value.

Ordinary Council Meeting

Minutes of March meeting and cancellation notes of April meeting were agreed by all and will be signed by the chair in due course.

County Councillor Report: As is evident many roads are being resurfacing now so extra care when driving is required. Police speed checks are taking place and the unsociable driving behaviour on the Abberton Reservoir road is being monitored. Options following the Public Speed Meeting are still being analysed for appropriate action, taking into account a cautionary note that any changes are not always welcome by everybody. The missing finger post at the Old Kings Head junction will be reinstated soon.

  1. Audit Return and Associated Compliances AGAR Part 2 2020/2021: Taking note of the internal audit report, the completion of the Certificate of Exemption, Annual Governance Statement and Accounting Statement were agreed by all and will be signed accordingly and returned and published as required.
  2. Playgrounds and Playing Fields are both in good order but the rope ladder on one of the multi-frames at Salcott is being looked into for replacement. The new seat for the zip wire at Peldon has now been replaced and we request for it not to be vandalized. Grants for funding the new play equipment project at Peldon is being explored at length and is going well but more is needed.
  3. Salcott Bus Stops and Footpaths: To note that the bus stops at the Salcott crossroads have been successfully adapted for wheelchair and pushchair use. Footpaths entrances are being improved gradually with the fitting of new gates or stiles. The parish council has continuously requested for these improvements.
  4. Meetings: To note that this May meeting was moved forward a week because from 7th May legislation from the government requires meetings to take place face to face and some councillors are not yet comfortable with this. This is still being discussed at government level but in the meanwhile the June meeting will take place in the Peldon and Wigboroughs Community Hall as space and ventilation are paramount which this hall provides.
  5. Actions and Reminder List – updated and to note that all missing road signage will be chased up.

Planning Applications:


Notification for Prior Approval for agricultural buildings to residential dwelling house (Class C3) and for associated operational development at Nightingale Farm, School Lane – the parish council responded with no comment to this application


Proposal: Demolition of existing summer house and erection of new garden room at Teal Cottage, School Lane, Great Wigborough – the parish council has no objection to this application

211055 (& 211056 Listed Building) Proposal:

Conversion of barn to residential dwelling, erection of single storey side extension and detached car port. Internal and external works to barn to facilitate change of use at South Barn, Green Farm, The Street, Salcott – the parish council has no objection

211105 Proposal:

Demolition of agricultural building and erection of replacement building for office use (Class E) and car parking at land adjacent to Little Doves Nursery, Lower Road, Peldon

Planning Decisions:


Prior Approval of agricultural or forestry development – proposed building at Hill Farm, School Lane, Great Wigborough – Prior approval not required


Proposal: Replacement of a commercial building with a single dwelling at land adjacent to Ransomes Cottage, Wigborough Road, Peldon – Approve conditional

200631 (& 200632 Listed Building) Proposal:

Conversion of agricultural building to dwelling at Kemps Barn, Mersea Road, Peldon – Approve conditional
