Draft minutes of the meeting of Winstred Hundred Parish Council held via Zoom on Tuesday 8th September 2020 at 7.30pm. The Zoom meeting details were available from the clerk.

Minutes of the last meeting were agreed by all and will be signed by the chairman in due course.

County Councillor Report: The road surface along this stretch mainly from the Kings Head to Peldon is full of subsidence areas and is under investigation by Highways to establish the reason for this before repair work can take place. The most serious pot holes will be reported to the County Councillors before Friday for immediate attention.

Draft minutes for Winstred Hundred Parish Council meeting scheduled to be held at Abbotts Hall Farm, Great Wigborough on Tuesday 12th May 2020.

This meeting did not take place owing to Covid-19, a Coronavirus, following government guidelines/ruling.

All enquiries and matters requiring attention are being dealt with as and when they happen via email discussion amongst the parish councillors and actioned wherever possible safely within the current restrictions.

Matters dealt with during the month are as follows:

Playgrounds are still shut and fields are being checked.
Grass on both fields has been cut by contractors.
Grass and hedge cuts have taken place in Salcott by volunteers (insurance covered).
Branches blocking Salcott creek, EA informed and came to do the job.
ECC Footpath Officer is coming to look at Salcott footpaths and access.
Noise nuisance and possible unauthorised car repairs at Peldon has been reported.
PC books and finances for the year ending 2019/20 (AGAR) are with the internal auditor. A financial report will follow when the internal auditor has approved and signed them off.

200666	Proposal: Change of use from agricultural land to an outdoor forest school nursery at Essex Wildlife Trust, Abbotts Hall, Great Wigborough – the parish council has no objections
200890	Notification of prior approval for a change of use from light industrial (class B1(c)) and land within its curtilage to dwelling house at Ransomes Cottage, Wigborough Road, Peldon – the parish council has no objections

200617	Proposal: Continued use of steel containers for storage purposes at New Hall Farm, Copt Hall Lane, Little Wigborough – Approve conditional

The next meeting is scheduled to be held on 9th June 2020 at Peldon and Wigboroughs Community Hall subject to government ruling/guidance.

Zone Warden Report: No report sent and no issues at present. The Zone Wardens are being rearranged and probably with the new title of Neighbourhood Wardens.

Borough Councillor Report: Certain car parks in town are operating free parking after 3 pm in the run-up to Christmas. Zone Warden Report: None sent but to note the asbestos and other rubbish dumped at Pete Tye Common car park has now been removed. Also, the parish council would like to thank our many Litter Warriors who do a splendid job of keeping our villages litter-free and tidy, it makes such a difference to everyone’s surroundings.

Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 11th September 2018

Present: Liz Davidson, Netty Knill-Jones, Clare Lauwerys, Jinny Gale, Phil Gladwin (chair), David Taylor, Wendy Ritherdon, Robert Kean

The chairman welcomed our new parish councillors who were duly co-opted onto the Parish Council and completed the Declaration of Acceptance of Office forms. The completed Register of Members’ Interests forms will be sent to CBC in due course.

The chairman expressed the parish council’s sincere sympathy to the Simmons family for their sad loss. He also spoke of all the work both Lynne and Terry have carried out for the parish council and in particular the residents of Salcott and Virley for many years.
