Draft minutes of the meeting of Winstred Hundred Parish Council held in the meeting room at Peldon and Wigboroughs Community Hall on Tuesday 13th June 2023 at 7.30pm

Present: Jinny Gale (chair), Clare Lauwerys, Netty Knill Jones, Robert Davidson, John Walker, Roger Pittock, Phil Gladwin, Kevin Bentley

The minutes of the May 2023 meeting were agreed by all and signed by the chairman

County Councillor Report: The area of ground at where the fallen finger post was situated is to be investigated for services underground before it can be replaced.

A new speed report meeting will be arranged shortly.

Road repairs will be gaining speed with the good weather and a further financial input.

Some pot holes were mended for the cycle race which proved to be a success and good for some Essex businesses.

Various placement and replacement of refugees is taking place which brings with it many unforeseen problems such as overcrowding of schools and doctors.

CC Locality Budget money will be given towards the adult exercise bike for Moss Hay to complete the purchase following receipt of a City Councillors Locality Budget grant and a Tesco’s grant.

The project to have a VAS or SID installed at Peldon coming into the village from Wigboroughs will be supported.

City Councillor Report: There is CCC money allocated for prosperity in rural areas. 

John Jowers continues his duties as Mayor.

  1. Playgrounds and Playing Fields are in good order. The hedge/ivy on Moss Hay footpath had been well cut back and the fence will be addressed shortly by Colchester Borough Homes.
  2. Audit Return and Associated Compliances AGAR Part 2 2022/23 – the finance summary and internal audit were noted, Certificate of Exemption, Annual Governance Statement and Accounting Statement were agreed by all and signed by the chairman
  3. Website – further points to agree with our maintenance provider
  4. Peldon and Wigboroughs Community Hall – Phil and Liz were again nominated as the parish council representatives for the Board of Trustees which was proposed, seconded and agreed by all.
  5. Payment of P & W Community Hall Invoice – at the request of the Community Hall Management Committee the parish council used a grant to purchase tables for the Community Hall for the benefit of the community.

PC Minutes 17th November 2020

Draft minutes of the meeting of Winstred Hundred Parish Council held via Zoom on Tuesday 17th November 2020 (postponed from 10th Nov owing to poor internet connection) at 7.30 pm.

Present: Clare Lauwerys (chair), Jinny Gale, Wendy Ritherdon, Netty Knill-Jones, Catherine Sprott, Liz Davidson, Phil Gladwin, Robert Kean, Robert Davidson, Jon Crisp from Arcady Architects Ltd.

Minutes of the last meeting were agreed by all and will be signed by the chairman in due course.

Borough Councillor Report: CBC Draft Budget will be presented before the committee on 18th November and services are set to rise to help offset the huge losses the council has incurred owing to the pandemic.

County Councillor Report: Following this current lockdown Essex will probably be put into Tier 2 which will be adjusted slightly.

PC Minutes 13th November 2018

Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall 7.30pm on Tuesday 13th November 2018.

Present: John Walker, Wendy Ritherdon, Clare Lauwerys, Jinny Gale, Phil Gladwin (chair), Liz Davidson, Robert Kean, Dave Taylor, Netty Knill Jones, Zone Warden, County Broadband representative and 11 members of the public

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: Unfortunately, they are now having to carry out many jobs in the town centre but hopefully, with an additional member, will attend our meetings every other month. Nevertheless, they continue to pick up rubbish and prosecute the fly tippers whenever possible and also dog fouling culprits. Posters put up around the countryside are an offence unless permission is sought from the land owner or permission from Colchester Borough Council Enforcement Manager.

Public-Have Your Say: Were all in attendance for County Broadband information and to report their problems.

  1. County Broadband Information – The majority of issues and problems occurring before and during the summer have been dealt with and much has been updated with new high capacity equipment installed. County Broadband is a serious contender for a grant which would be available for fibre installation which will increase upload and download speeds to homes enormously but interest for possible uptake is important for it to be a viable proposition for our villages.
  2. Playgrounds and Playing Fields – are all in good order and the Community Group has carried out work for us on the greens, footpaths and Moss Hay.
  3. Soldier Silhouettes – 3 have been installed in our villages organized by Borough Councillor Robert Davidson and a local tradesman in honour of lives lost in WW1 for which a donation is requested to cover costs, Robert K proposed, Phil seconded, all agreed with one abstainer for the parish council to buy these at a total cost of £180 noting that they can be auctioned off or sold at a later date and money given to the charity.
  4. Peldon Noticeboard – The existing one has rotted at the bottom so a new metal one will be ordered at an approximate cost of £320 plus a minimal cost for materials for/and fitting for which Phil proposed, Jinny seconded and all agreed.
  5. UK Power Networks Project – A new cabinet will be installed and cable work improved and tidied up at Malting Road near the bus shelter.
  6. Peldon and Wigboroughs Community Hall – Borough Councillor Locality Budget is funding staging for the new hall with the help of the parish council being able to reclaim the VAT.

Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall at 7.30pm on Tuesday 10th July 2018.

Present: John Walker, Clare Lauwerys, Phil Gladwin (chair), Jinny Gale, Robert Kean, Zone Warden, Andrew Ellis, and five members of the public for PC vacancy interviews

Minutes of the last meetings were agreed by all and signed by the chairman

Zone Warden Report: Thanks were expressed to Tim for the Zone’s team of continuing work in our villages and yet again the rubble dumped at Pete Tye Common car park will be removed soon. A CCTV camera is being considered. They attend the Abberton and Langenhoe Village Hall on the first Wednesday of the month from 9am to 11am for collection of garden sacks obtainable with vouchers, clear bags and food boxes. (black sacks are the only refuse item residents have to buy themselves).

County and Borough Councillor Reports: Localism is being discussed for some parish councils where for a trial period they would receive funds from Essex County Council and initiate and pay for their own works by approved contractors for local jobs such as repairing pot holes, replacing missing signage, etc.

Parts of the CBC Draft Local Plan have been deemed unacceptable by the Inspectors and currently there are 3 options to resolve the matter which are now being considered.

  1. Parish Council Vacancies: 5 applicants were present for 4 vacancies (3 for Salcott and Virley and 1 for Peldon) and interviews were carried out separately and a fair points system took place for the decisions. The chosen applicants will be informed tomorrow.
  2. Playgrounds and Playing Fields: Reports for both play areas will be forthcoming. The Community Working Group have carried out a number of good clearance jobs for us, mainly in Peldon this month.
  3. Communications including Website: A working party has been set up to discuss what is considered the way forward in these modern times of social media and a meeting will be arranged hopefully to take place during the holiday period.
  4. Salcott Grass Cutting: Having received complaints about how and when the grass on Salcott meadow is cut quotations and estimates have been received from several alterative contractors which were discussed and are being considered. A decision will be made shortly.
  5. Solar Light and Plaque: The light is in situ and wording for the plaque has been agreed so will be made and erected in due course.
  6. Requests for raised curbs at Salcott and Peldon bus stops: It was agreed for the parish council to request these from ECC and the cracked pavement will be taken up by our Borough Councillor.
  7. Peldon and Wigboroughs Community Hall: The Wigboroughs’ Charity and the new combined one are coming to the final stages of completion to enable funds from the Wigboroughs to be transferred to the new hall funds. Robert proposed, Clare seconded and all agreed to give Phil the parish council’s backing and support for representation on this new committee which will be required in due course.
  8. Canvass 2018: A request from CBC to carry out the job of canvassing for people to be on the electoral register who are not at present was discussed and it was decided that it is a very responsible position and not one we would wish to put anybody’s name forward for.
  9. Colchester Community Policing Team: Suggestions for the police to come to village coffee mornings and our parish council meetings now and again and the occasional driving slowly round the villages was suggested having received a request for communication ideas from them.
  10. Actions and Reminder List – updated and to include that the PC gives its backing to a resident who will pursue fibre as an alternative for broadband. The resiting of the old VR post box at Great Wigborough has been chased up for information and time scale on the work to be carried out. The verge cutting company will be contacted.
