Draft minutes of the meeting of Winstred Hundred Parish Council held at St Stephen’s Church, Great Wigborough on Tuesday 12th December 2023 at 7.30pm.

The minutes of the November 2023 meeting were agreed by all and signed by the chairman

City Councillor Report: The last free collection of garden waste is next week and then will be collected in January under the new paying scheme with resident purchased bins, see Colchester City Council website for more details.

All Colchester council staff are to receive a salary rise adding further financial pressure.

  1. Playgrounds and Playing Fields are in good order considering the weather.  The roadside hedge at Salcott meadow will be addressed shortly as will the hedge at Peldon Hall Farm houses.
  2. Moss Hay Footpath – concerns for side growth and ground surface will be inspected more closely to see what improvements can be made when the weather is better as work could not be carried out successfully with everywhere being so wet.
  3. Affordable Housing Survey will be delivered to all properties in the villages in the new year and it is hoped that as many as possible will send their reply to RCCE for assessment. Following delivery, the parish council has no knowledge or further input in this process which is completely confidential with RCCE only.
  4. Mill Lane Bus Shelter – Following destruction from a vehicle and a successful insurance claim the new bus shelter is completed and in position for which the parish council expresses huge thanks for a job very well done from Colchester Men’s Shed.
  5. Local Government Boundary Commission – The County draft shows no change for us but the City Council boundaries is yet to be reviewed.
  6. Code of Conduct – To note Register of Interests update and consider further for anything we need to adjust for our requirements. 
  7. Actions and Reminder List – updated, we have no further confirmation of any changes to the Bus 63 through Peldon. We are pressing ECC Highways to confirm that School Lane has been added to the list of roads unsuitable for diversion routes and we are also pressing for placement of traffic volume and speed monitors as promised in a Teams meeting with Highways held in the summer.
