Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon Church at 7.30pm on Tuesday 13th December 2016.
Present: Liz Davidson, Jinny Gale, Bob Holmes, Phil Gladwin, John Walker, Netty Knill-Jones, Robert Kean, Robert Davidson, Andrew Ellis, Zone Warden and one member of the public

Minutes of the last meeting were agreed by all and signed by the chairman
Zone Warden Report: Costs to provide and empty a dog bin were given. A countrywide Litter Pick Weekend will be 3rd-5th March 2017 and it is hoped that as many as possible will volunteer for this worthwhile event. Prosecutions for fly tipping and litter being thrown from a moving car are ongoing. Some asbestos fly tipped in Great Wigborough was reported.
County Councillor Report: Included that the analysis from the second speed survey carried out on Mersea Road, Peldon was due shortly. There are several alternatives for road improvements around the A120 that are being considered.
Borough Councillor Reports: The grant received by the parish council from Colchester Borough Council has been reduced for this next financial year. New rules for refuse collection will allow for 3 black sacks purchased by the householder to be collected fortnightly. Food boxes will still be collected weekly. Drainage works at an area in Great Wigborough where flooding occurred has been carried out to alleviate the problem. A suggestion was made for some of the Locality Budget to be spent on further items for the new hall at Peldon. ECC is carrying out maintenance work to resurface Footpath 13 in Peldon and thanks were given to Robert Davidson for his help with materials.
Public-Have Your Say: The missing fingerpost at the top of School Lane was reported as there was a near miss accident probably owing to lack of signage. A request was made for the parish council to make a statement to Natural England stating our ownership of land in Salcott and views on the suggested path routes that would have a resulting effect on matters concerning us.
Declarations of Interest: Bob for Locality Budget and new village hall.
- Playgrounds and Playing Fields: no reports have been received from Salcott recently or from Peldon owing to a changeover of maintenance personnel. The rusting metal gate post at Moss Hay entrance is receiving attention.
- England Coast Path: Natural England will be replied to in detail setting out our objections and concerns with regard to the suggested routes for this footpath in and around Salcott.
- VAS positioning: as stated above, the result of the recent survey strips in Mersea Road, Peldon is yet to be received.
- Defibrillator: an application with the British Heart Foundation to receive one each for Salcott Village Hall and the new Peldon Village Hall has been accepted and is now being processed. Insurance has been looked into and maintenance will be investigated.

- Cheques: It states in the model and our Financial Regulations recently adopted that cheques to be signed at a meeting should be presented on the agenda prior to the meeting and only under exceptional circumstances can they be signed at other times.
