Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall, meeting room on Tuesday 9th January 2024 at 7.30pm

The minutes of the December 2023 meeting were agreed by all and signed by the chairman

County Councillor Report: ECC are proposing to increase the council tax by 4.99%,  (2% of which is for social care). Children’s care is expensive as the price suppliers can charge is unregulated, unlike in adult social care.

The school transport provision is down to national policy and ECC is speaking with the Dept of Education so a fairer method of deciding who is eligible for free school transport can be established.

Highways budget will also be increased to help tackle the poor condition of the roads.

City Councillor Report: The new garden waste bin collection is now in operation. Locality budget is available for suitable projects. Some has been secured for 2 picnic tables for Salcott meadow and will be ordered in due course.

Public-Have Your Say: Mention of flooding on the road in Salcott from a blocked drain/culvert which is now icy will be reported to ECC.

  1. Playgrounds and Playing Fields are in good order for this time of the year. Salcott meadow front hedge has been cut back well this time. Hedges at Peldon will be addressed in due course.
  2. Precept/Grant 2024/25 – after careful consideration and with future budget in mind it was agreed, following a vote, for the precept to remain the same for next year with no increase as we have no substantial project in mind and with a small predicted underspend this last year.
  3. Affordable Housing Survey – distribution is going to plan and we would like to remind everyone again to please fill this survey in and return to RCCE to establish a full picture of future requirements for low-cost housing, and subsequently, if found a need, will depend on the availability of suitable sites in our villages.
  4. Drakes Corner – following a request we will ask a contractor to cut back brambles further along the road towards the bus shelter to help with poor visibility pulling out of School Lane onto Maldon Road in Great Wigborough.
  5. 40 mph limit – following a request to County and City Councillors to extent the limit to include Bonners Barn entrances and up to The Strood it was agreed to be a good idea by the parish council and so the process will be set in motion but this can take a very long time.
  6. Actions and Reminder List – updated, including many issues reported on ECC Highways website.
