The minutes of the May 2023 meeting were agreed by all and signed by the chairman
County Councillor Report: The area of ground at where the fallen finger post was situated is to be investigated for services underground before it can be replaced.
A new speed report meeting will be arranged shortly.
Road repairs will be gaining speed with the good weather and a further financial input.
Some pot holes were mended for the cycle race which proved to be a success and good for some Essex businesses.
Various placement and replacement of refugees is taking place which brings with it many unforeseen problems such as overcrowding of schools and doctors.
CC Locality Budget money will be given towards the adult exercise bike for Moss Hay to complete the purchase following receipt of a City Councillors Locality Budget grant and a Tesco’s grant.
The project to have a VAS or SID installed at Peldon coming into the village from Wigboroughs will be supported.
City Councillor Report: There is CCC money allocated for prosperity in rural areas.
John Jowers continues his duties as Mayor.

Playgrounds and Playing Fields are in good order. The hedge/ivy on Moss Hay footpath had been well cut back and the fence will be addressed shortly by Colchester Borough Homes.
Audit Return and Associated Compliances AGAR Part 2 2022/23 – the finance summary and internal audit were noted, Certificate of Exemption, Annual Governance Statement and Accounting Statement were agreed by all and signed by the chairman
Website – further points to agree with our maintenance provider
Peldon and Wigboroughs Community Hall – Phil and Liz were again nominated as the parish council representatives for the Board of Trustees which was proposed, seconded and agreed by all.
Payment of P & W Community Hall Invoice – at the request of the Community Hall Management Committee the parish council used a grant to purchase tables for the Community Hall for the benefit of the community.

Election of Officers: It was proposed, seconded and all agreed for Jinny to continue as chairman for the coming year, it was proposed, seconded and all agreed for Liz to continue as vice chairman for the coming year, it was proposed, seconded and all agreed for the clerk to continue as Financial and Responsible Officer for the coming year, forms of declaration to be signed at the next meeting. There were no resignations or co-options.

County Councillor Report: ECC is readjusting the migrant living accommodation and locations in Essex. The Traffic Review meeting is being arranged for parish councillors and ECC officers. Getting outside contractors for addressing road sign issues is being considered.
City Councillor Report: CCC is withdrawing certain services following the budget having been agreed. Charging for garden waste collection will begin in January 2024 and quarterly large freight collection will no longer exist, but white goods can still be collected from properties with a charge.

Playgrounds and Playing Fields – both fields and playgrounds are in good order and it is hoped for Salcott meadow to dry out enough soon for cutting.
Website – ideas for design and layout, with cost in mind, are being looked into with our website manager.
Affordable Rural Housing – we had previously agreed for RCCE to carry out the survey for us to establish if there is any need for social housing in our villages and the RCCE Enabling Officer will be coming to our next meeting to explain the process.
Transport Meeting – a councillor attended the recent meeting and made the case that the bus services to Peldon are inadequate for youngsters attending schools in Colchester.
Actions and reminder List – updated and to add that Anglian Water have met with parish councillors today to explain their visit to Peldon for a waste water management study which involves visiting most properties.

County Councillor Report: Discussion on reports and possible future projects for the road from Salcott to Peldon including the Feasibility Report we received in July last year, our response to it and the latest improvement plan, only just received, from the Local Highway Panel. Also, the latest disruption from the burst water main and how traffic management has been handled. Fallen finger posts will be chased up for reinstalling.

Playgrounds and Playing Fields are both in good order with outstanding jobs being addressed. Peldon Jubilee tree has now been planted near the village sign and thanks go to Liz and Robert for that. Salcott one is in hand and will be planted shortly.
Precept/Grant 2023/24 – after carefully consideration of future budget, this year’s expenses, price increases, etc it was proposed, seconded and agreed by all to increase the parish council precept by 10% (£1,478) giving a total of £16,258 for the year to enable services and projects to be addressed as and when required in all the villages.
Road Gritting – with a view that further commitment from ECC is not an option,a reminder to all residents that there are salt/grit boxes in various locations for spreading the contents on icy patches on the pavements and highways when required. Refilling of the boxes can be arranged with Phil Gladwin for collection from his farm where we hold a supply.
Website update – it was agreed that we should ask our service provider to update the website as he sees fit for our needs but ask about extra costs if any.
