Draft minutes of the meeting of Winstred Hundred Parish Council held at St Stephen’s Church, Great Wigborough on Tuesday 9th May 2023 at 7.30pm

Present: Netty Knill Jones, Catherine Sprott, Jinny Gale (chair), John Walker, Clare Lauwerys, Roger Pittock, Phil Gladwin, Laura Atkinson RCCE Affordable Housing Enabler, and one member of the public

The Annual Parish Assembly

Everyone was welcomed to the meeting and no-one chose to speak at this time.

Annual Council Meeting (AGM)

Apologies for absence: Liz Davidson, Robert Davidson, Kevin Bentley, Andrew Ellis

Election of Officers: It was proposed, seconded and all agreed for Jinny to continue as chairman for the coming year, it was proposed, seconded and all agreed for Liz to continue as vice chairman for the coming year, it was proposed, seconded and all agreed for the clerk to continue as Financial and Responsible Officer for the coming year, forms of declaration to be signed at the next meeting. There were no resignations or co-options.  

Parish Council’s Annual Report: This was circulated and will be displayed on the website, noticeboards and magazines.

Financial Report – next month

Continued membership to EALC, NALC, CALC, SLCC was agreed by all.

Ordinary Council Meeting

The minutes of April 2023 meeting were agreed by all and signed by the chairman

County and City Councillor Reports: The better weather is enabling more road repairs to take place but we are encouraged to report defects. Unfortunately, our Teams meeting about the speeding issue was cancelled but it is hoped to reschedule that soon.

Public-Have Your Say: Lack of road repairs was mentioned and the poor planning by ECC and their contractors for verge and hedge cutting.

  1. RCCE (Rural Community Council of Essex) – Laura explained in detail the process for carrying out an affordable rural housing needs survey. The quotation for this was agreed by all and so the necessary paperwork will be drawn up. The survey will be delivered to all properties and it can be returned either on-line or in a pre-paid envelope. It is completely confidential and the parish council does not have any involvement at all except to deliver the survey and receive the outcome.
  2. Playgrounds and Playing Fields – are in good order, the hedge problem at the top end of Moss Hay footpath has been report to the council and is being dealt with accordingly.
    John clarified the working arrangements with the community group who are tidying up the surrounding area of Peldon Church.
  3. Website – the new look and content is still being discussed with our website manager
  4. Speed Report and Proposed Improvements – owing to a lack of broadband connection for most of us the scheduled Teams meeting with Highways to discuss how this is progressing had to be cancelled but we are pressing for rescheduling soon. In the latest documents received from Highways on their planned approach it would appear that many things have been included for improvement but three projects that we consider to be important appear to be omitted.
  5. Tesco’s Community Grant offer – it was agreed we should negotiate for an extension to the take-up date and on what would be acceptable for use of this offer.
  6. Actions and Reminder List – updated and to mention flowing water down Church Road has been appropriately reported and it is hoped will be dealt with soon.
